Role and Scope of Position:

 

 This position is responsible for assisting in the development, negotiation, update, and implementation of a comprehensive transmission business plan for NSTAR in conjunction with Energy Planning and Transmission Engineering in System Planning. This is accomplished by working together with the Director, Transmission Business Strategy and other NSTAR organizations, providing sound economic and financial analyses, identifying critical issues, designing strategies, and communicating these strategies to NSTAR senior management.  Additionally, this position is responsible for the modeling of the New England generation dispatch and providing scenarios to eliminate or reduce the cost of transmission restrictions by supervising the work of Lead Transmission Analysts.  Represents the company on committees and in joint work with NEPOOL and other industry groups and regulatory agencies to ensure the interests of the Company are pursued in a consistent manner. 

 

 

 Essential Functions:

 

 -Works closely with the Energy Supply and Transmission Engineering in the development of the policies and strategies of the transmission business plan.

 

-Identifies the critical transmission issues in the ISO including positions taken with respect to locational transmission constraints, ISOs responses including economic responses to those constraints and impact on NSTAR’s customers. Transmission constraints can cost customers hundreds of millions of dollars each year in a market where NSTAR customers pay $2 billion a year.

 

-Designs strategies to minimize the negative impacts of transmission constraints or policies of ISO on retail customers while ensuring high reliability. Works closely with Senior Management in the development of NSTAR strategies and positions within the energy markets to lower costs for NSTAR customers consistent with reliable planning and operating criteria.

-Clearly communicates plans results and proposed strategies that can be easily understood by Senior Management. Develops regular briefings and feedback for the Director to present to executives on emerging issues and current activities as they affect the locational prices and transmission costs.

 

-Evaluates the financial impacts of emerging regulatory developments and contractual issues and develops theoretical strategies that help determine the financial direction of the companies and other affected stakeholders.

 

-Develops relationships with external parties including ISO, market participants, regulatory agencies, suppliers, consumer advocates and peer utilities to further the joint interests of NSTAR and the external parties.

 

-Works closely and effectively with Energy Supply to provide a base case for modeling and incorporate Energy Supply inputs. Develops a robust power supply planning and modeling capability within NSTAR.

 

-Participates in NEPOOL and regional committees to develop recommendations affecting Transmission and Reliability rulemaking.

 

-Assists other departments, as necessary, regarding the functions of electric transmission markets.

 

-Oversees and manages the professional staff responsible for carrying out the processes and procedures developed in support of the above strategies in order to meet Company goals and objectives. 

 

 

Qualifications:

 

 Technical Knowledge/Skill Requires understanding of overall competitive electric industry, regulatory recovery and the varied rules which govern the industry.  Requires excellent business acumen and technical, quantitative and analytical skills, along with good oral and written communication skills.  Ability to work across the organization and build team consensus is essential, as well as negotiation skills needed to influence both internal and external constituencies in order to meet Company objectives.

 

Education: Requires a Bachelor’s Degree in Business Administration, Engineering, Economics, Statistics, related discipline or equivalent experience.  Master’s Degree preferred.

 

Experience: Minimum of ten (10) years related experience preferred.  Prior experience in presenting complex issues.
