EMERGENCY RESPONSE SUPERVISOR #0430
The Emergency Response Supervisor position reports to the Engineering Manager of Operations at our headquarters in San Jose and is responsible for emergency response for a large investor owned water utility.
Qualifications:
· Bachelors Degree in safety/emergency management preferred or equivalent experience
· Minimum 2 years experience working in a supervisory or program management role
· At least 5 years of progressive work experience in emergency management
· Experience working with County, State, and Federal officials
· Experience in emergency exercise design, implementation and management
· Certifications and training experience in areas of emergency management.
· Experience in water, wastewater, or other utilities desirable
· Project management skills
· Excellent verbal and written communication skills
· Ability to work positively in stressful situations
· Demonstrated ability to manage day-to-day operations of an Emergency Operations Center
· Ability to interact with professional leadership team during emergencies and lead with confidence, patience and integrity
· Understanding of the principles and theory of organizations and management, the Incident Command System(ICS), Standardized Emergency Management System(SEMS), National Incident Management System(NIMS), legal concepts and interpretations relative to emergency operations, and FEMA application and documentation procedures
· Familiarity with state of the art disaster response and recovery equipment, technology, and operational strategies
· Ability to guide recommendations and strategies through California Public Utility Commission rate making process toward successful realization of Emergency Preparedness goals
Primary Responsibilities:
· Develop, monitor and improve the Emergency Response Plans for the Districts and General Office
· Ensure the company meets emergency preparedness legal requirements
· In conjunction with Human Resources, develop disaster response training for all employees, including policy makers and key management personnel regarding their specialized role and responsibilities during a disaster
· Conduct annual emergency exercises
· Act as the company’s primary representative to the Bay Area Security Information Collaborative (BASIC), California Utility Emergency Association (CUEA), Water and Wastewater Response Network (WARN) and similar organizations statewide
· Act as the company’s liaison to the State’s Operational Area Emergency Management Organization
· Participate in establishing company-wide business recovery procedures
· Work collaboratively with outside agencies and community groups for emergency preparedness
· Oversee program to physically secure all utility facilities to minimize vulnerabilities
