                            ***** Last day for TECO employees to apply: September 16, 2008 *****SUMMARY OF DUTIES AND RESPONSIBILITIES: (OVERTIME, IRREGULAR HOURS, TRAVEL, ETC.): Monitor fuel inventories and control them through establishment of shipping schedules. Represent Tampa Electric Company's requirements in coordinating operations with coal companies, oil and propane companies, transportation companies, and storage facilities. Coordinate waterborne shipments of coal to power plants, by coal type, quality and quantity, in accordance with inventory policies and operational needs. Coordinate rail shipments of coal to power plant by coal type, quality and quantity, in accordance with inventory policies and operational needs. Solicit competitive proposals for barge, rail, and trucking and administer transportation contracts. Evaluate proposal results determining responsiveness of offers to bid specifications and terms making judgement as to the best value for Tampa Electric Company. This is accomplished through the evaluation of alternatives, analysis of commercial terms using price and cost techniques of historical and projected inflation factors, cost of money, escalation terms, market trends impacting within the performance period. Based on objective findings and judgements concerning successful offerer's financial stability, coupled with recommendations of user departments, make decisions to place business. These actions maintain the integrity of Tampa Electric Company's procurement process while optimizing value received for the Company.  Formalize final agreements including all aspects of the requirement satisfying legal, commercial, and technical constraints. Responsible for negotiations of all decisions reached covering terms and conditions. This is accomplished through obtaining a bilateral conclusive understanding using appropriate negotiation techniques.  Negotiate contract changes and claims with contractors to resolve issues concerning changes in scope of work, adherence to specifications and contract terms, compliance with laws, regulations, working arrangements, guarantees and payment terms, and eliminate conditions not favorable to Tampa Electric Company.  Through these decisions, reduce risk/liability to Company. Administer transportation contracts to ensure reliability of supply and compliance with all contract terms and conditions. Maintain approved Bidders List by adding new sources, deleting unsatisfactory, noncompetitive and obsolete firms. Evaluate bidders' financial condition and coordinate technical evaluations. Coordinate direct rail coal shipments and take action to ensure compliance with rail transportation contract. Coordinate coal and oil trucking deliveries to power plants in accordance with inventory policies and operational needs.  Generate weekly reports on fuel inventory and supply.  Arrange fuel transportation for fuel test burns.  Maintain and utilize the Fuel Inventory Management System. Recommend changes to existing policies and procedures as the Company responds to changing business conditions.
SKILLS, EXPERIENCE REQUIRED:Minimum of 2 years experience in supply chain logistics, material management, scheduling and inventory management, with a Bachelor's degree - business related.OR5 years experience in supply chain logistics, material management, scheduling and inventory management and an Associates degree.OR10 years experience in supply chain logistics, material management, scheduling and inventory management, with a HS diploma.Some travel and occasional overtime is required.SKILLS, EXPERIENCE PREFERRED: Experience with administration or interpretation of the terms and conditions of complex contracts is preferred. EDUCATION:A business related bachelors degree is preferred.Â
