Roles and Responsibilities for the Construction Supervisor include: Construction Supervisor· Provide initial input to the content of this document.· Perform in accordance with the content of this document.· Provide updates to this document as situations arise and as the position evolves in undefined areas. 1. Summary Construction Supervisor Roles and Responsibilities· Be conversant in and advocate performance in accordance with the Project Principal Values.· Ensure safe field execution of assigned projects by being an advocate for continued growth toward the achievement of a Zero Incident Culture through consistent HSE messaging, being personally accountable for HSE performance, by recognizing positive HSE behaviors, and through the use of HSE subject matter experts.· Focus on the application of consistent work processes designed to achieve predictable outcomes.· Responsible for the effective transition of projects from the Engineering phase to the field execution phase and through the transfer of ownership to operations. 2. Specific Construction Supervisor Roles and Responsibilities· Report to the Construction Manager.· Lead, in the representative role, the field execution of the Project. · Assist in development of Construction Management Team policies, procedures and guidelines as required to support the ongoing update effort.· Support the other members of the Construction Management Team through the selected execution of activities on projects not under this position’s direct oversight.Essential Construction Management Functions§ HSE & Training· Be a leader in HSE performance by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives· Ensure the correct and useful implementation of all HSE PP&G required activities prior to and during field execution of projects.· Participate in weekly Safety Management meetings with construction contractor(s). Participate in weekly contractor craft safety meetings. Participate, as available, in contractor daily toolbox meetings.· Lead HSE audits and assessments as required. · Lead incident investigations associated with assigned projects or in support of other members of the Construction Management Team as required by the Incident Investigation Policy or as directed by the Construction Supervisor.· Ensure that all required agency (Local, State, and Federal) permits are in place prior to the start of any field construction activities, and understand, monitor, and enforce adherence to all permit stipulations.· Ensure that all Contractors are fully engaged with Operations and understanding of the requirements and issuing processes for daily/shift safe work permits (i.e. Unit Work, Hot Work, Opening and Blinding, Confined Space Entry, Lockout/Tagout, etc.).· Maintain a constantly up-to-date required training status.§ Schedule Responsibility (development, critical activity approval, performance management)· Participate in schedule development ensuring accuracy, efficiency, and coordination of activities with other ongoing/upcoming construction projects and field activities.· Monitor, evaluate, and manage project schedule progress, and direct adjustments as required to ensure efficient and cost effective execution.· Coordinate construction activities in conjunction with the activities of other field based Teams and their Contractors (e.g. Well Services, Drilling, Field Services, and Camp Services etc.).§ Budget & Cost Responsibility (understanding, review, acceptance)· Assist in the development of, take ownership in, and perform to, the control and definitive cost.· Actively manage budget, reporting, progressing, incurred cost, earned value, and contract change provisions to achieve the lowest possible cost outcome.§ Integrated Change Management (Change Orders, Trends, Work Orders)· Resolve design, materials, and constructability issues as they arise during the construction phase, and effectively implement the Change Management Standard mainly through the use of the Work Order Request (WOR).§ Turnover & Startup Support· Comply with Operations Management of Change (MoC) procedures.· Coordinate FCO and Start-Up activities including involvement by vendors, other field based contractors, Operations, and Engineering Contractors.· Coordinate the development of Incomplete Work Lists (IWL’s) and lead the development of completion plans.· Coordinate the smooth turnover of completed projects to Operations, including the completion of a Start-Up Status Checklist where applicable.§ Closeout/Lessons Learned· Ensure that timely redline drawings are produced and returned to Engineering Contractors for completion of the Project as built process. · Ensure complete construction contract closeout in accordance with established procedures.· Actively analyze current and future execution plans for cost-saving opportunities, review requirements for usefulness and pertinence to the work being performed, and communicate high-cost field experiences and look for low-cost resolutions.· Promote a Continuous Improvement Process and the documentation/use of lessons learned to implement best practices and efficient changes to standard operating approaches.§ Engineering Involvement/Transition· Provide construction involvement during the latter phases of engineering in terms of scope of work development, HSE planning, potential contracting strategy development, RFQ preparation and facilitate a smooth transition of work to the field. § Material Logistics· Assist in the resolution of material procurement, logistics, expediting, and substitution issues.§ Contract Management· Ensure that all work is performed in a safe, timely and efficient manner.· Implement and evaluate construction Contractor performance metrics in the areas of HSE, budget, rework, schedule, etc., and provide input to the Contracting Strategy employed by Project Teams. Influence future contract awards, based on “lessons learned” in the field.· Develop standalone field execution contracts and contract Field Purchase Orders (FPO) when there is a desire to perform the work outside of standing long term contracts.· Ensure that all construction support requirements are included in the RFQ and stipulate which party is responsible for them.· Lead the pre-job meeting in accordance with standing procedures.· Administer or act as Construction Managers delegate for all contracts in effect on the assigned project.· Administer all subcontracts enacted on assigned projects to verify compliance with procurement guidelines.§ Risk Management§ Utilize the project risk register in development of construction execution plans. Changes or additions to the risk register should be fed back to the project team.§ Quality· Utilizing appropriate Quality Assurance team resources ensure that all work is performed in accordance with criteria, specifications, and standards that it meets the client’s expectations/needs§ Resources§ Analyze and ensure efficient resource utilization on assigned project.§ Equipment Level Usage and Control§ Analyze and ensure efficient equipment utilization on assigned projects.
