Utility Staffing, Inc. is seeking a qualified candidate for the position of Commercial Manager for our client’s project in the Indonesia area of the world. This opportunity is for a minimum of 60 months with a possible extension. The candidate will have the responsibility, as part of an expatriate team, for the implementation of systems, processes, and technologies to create a modern commercial and customer service capacity within an existing Generation and Distribution power grid. This initial responsibility will be followed by general oversight of day to day operations of the Distribution Grid and report directly to the General Manager.

Description Provide leadership oversight for the associated support functions and local staff encompassing the entire power grid. Develop operational budgets including O& M programs, tools and equipment, staffing, capital improvement plans, safety and training programs. Promote productivity, safety, training, and customer service within budget guidelines. Develop technical training programs to create local capacity within the utility. Ensure accurate and timely billing and cash receipting activities. As part of resident expatriate team, responsible for the creation and implementation of the following systems and programs: Customer Billing system and related customer database Management Information System (MIS) Geographical Information System (GIS) Financial Management Information System (FMIS) Cash receipting and cash reconciliation system Stores and materials management system Metering solutions including but not limited to prepayment Customer care, marketing and advertising programs. Maintain cooperative working relationship with existing local staff at the district offices; Provide general support and assistance to the General Manager as required; Assist with future rural electrification programs Design and implement programs to reduce the level of non-technical (commercial) losses within the system Assist the operations staff to complete an analysis of MD metering and customers including illegal connections. Co-ordinate system improvements and suggestions into overall project plan
RequirementsMinimum of ten (10) years experience in leadership roles within a transmission and distribution utility with a focus on customer service and loss reduction programs. Should have a professional accounting designation. Minimum of four year Degree in appropriate business field of study from a recognized higher learning facility. Advanced degree is desired. Experience in developing billing rates, tariffs, metering programs, and programs to mitigate commercial losses. Previous experience in developing countries. Excellent spoken and written English skills. Portuguese language skills desired.
