General Purpose Purchases equipment, materials and services through the review of approved requirements and specifications, evaluation of supplier proposals, and negotiations with vendors/service providers. Must have worked with teams negotiating projects, services, technology purchases, and related contracts. Responsibilities for this position include the following: Develop and manage relationships for services, software, hardware and technology vendors critical to PacifiCorp. Negotiate maintenance and support contracts including including strategic contracts. Review business requirements and scopes of work for completeness. Accountable for developing and executing strategic sourcing strategies for major projects. Facilitate pre-bid meetings and lead proposal analysis using life cycle costing, total cost of ownership and other complex financial analysis methods. Implement and apply identified domestic sourcing and procurement policies and practices. Develop and manage PacifiCorp strategic contract agreements. Develop process-driven practices and improvements ensuring evaluation of the entire process from acquisition to disposal. Manage, develop, prepare, review, modify, distribute, issue and maintain approved vendor lists, sourcing strategies, terms and conditions, bilateral agreements, requests for proposal, proposal evaluation criteria, supplier proposals, and purchase orders. Mentor career and associate buyers.Requirements for this position include the following: Bachelor's Degree in Business or a related field; or the equivalent combination of education and experience. A minimum of five years of supply chain experience. Extensive knowledge of contract law and the Uniform Commercial Code. High effectiveness in communicating concepts, data, and recommendations to management. Ability to lead problem resolution sessions with internal customers and suppliers. Demonstrated knowledge of “e” enabled supply chain systems. Assessment skills including the ability to review and evaluate proposals. Ability to negotiate with vendors/service providers including the ability to develop strategies and tactics, and influence decisions. Excellent communication and interpersonal skills including the ability to work with all levels of an organization; ability to work as a member of a team. Proficient with the use of personal computers including word processing, databases, spreadsheets, and presentation applications. Ability to maintain complex records and files in SAP, and hard copy. Knowledge of Company and organizational policies, procedures, and practices as well as equipment, materials and services purchased, and local, state, federal laws and regulations.Preferences: High level of proficiency with SAP procurement modules.
