Position: The California State University, Office of the Chancellor, is seeking a University Planner to interface with campus staff on all physical planning activities from project conception to construction implementation and maintenance for all the major and minor capital outlay programs.
Duties: Under general direction of the Chief of Facilities Planning, the incumbent will: review long range development plans proposed by the campus; review allmajor/minor master plan changes requested by the campus; make recommendations to the Assistant Vice Chancellor and/or prepare agenda material for Board of Trustees; monitor/prepare reports of minor master plan changes for submission to trustees; recommend new criteria for the establishment of the trustees' request; assist in developing the systemwide priority list for annual and five year programs; review/approve projects proposed for the Capital Outlay Program by campuses,established budgets and schedules for capital outlay projects, and review campus five year Capital Improvement Programs; review Capital Outlay Budget Change Proposals for project justification, scope of project, and building costs to insure programs are consistent with policies and requirements; review academic program changes with Educational Programs; provide support to the campus to justify projects during review by the Legislative Analyst's Office and the Department of Finance (DOF); review/approve minor capital outlay projects and capital renewal projects; review/approve schematic, preliminary, and working drawings of major capital outlay projects for scope andbudget; conduct project review meetings with campus and CPDC staff; review draft agenda items and finalize schematic information to be presented to trustees; develop appropriate materials required for approval of preliminary plans by the State Public Works Board, as well as approval to bid, approval to award construction or other requests made to the DOF; monitor construction progress and review reports on expenditure of contingency funds; develop justification in support of requests for project augmentations or scope changes to the DOF or the Joint Legislative Budget Committee; review/approve space changes proposed by campuses for the Space and Facilities Database to ensure changes are consistent with space utilization guidelines and in compliance; perform analyses of campus capacities, space utilization, course section reports and other prepared documents; prepare Quarterly Reports on project status and maintain the Capital Projects Database for project tracking and reporting; coordinate capital outlay planning with the divisions of Academic Affairs and Information Technology Services; participate in systemwide advisory committees and training workshops on the planning, design, construction, and maintenance ofCSU capital projects; perform studies and prepare reports for submission to external review and coordinating agencies as required by governmental statute and state administrative policy.
Requirements: This position requires a Bachelor's degree in architecture, engineering, urban planning, construction management or related field (or equivalent combination of education and experience); advanced degree preferred; six to ten years planning experience demonstrating the application of the methods, practices and procedures of facilities planning, construction, design, fiscal management, budgetary preparation and control techniques; ability to relate technical problems of engineering and architectural development to long and short term needs; ability to analyze and review capital outlay requests as well as plant capacity and utilization; excellent communication skills, verbal and written; excellent skills in developing and maintaining effective and collegial working relationships; experience supervising technical and administrative staff; good computer skills with the MS Office suite; excellent timemanagement skills; ability to manage multiple priorities and meet established deadlines.
