Brief Description:
Under the direction of an assigned Human Resources supervisor, perform a variety of technical duties related to the day-to-day functioning of the department; prepare and maintain records and reports for academic/classified employees; assure compliance with district, county, state and federal regulations and guidelines concerning human resources administration.

Job Duties:
Perform a variety of technical duties related to the administration and processing of district academic and classified employees.
Create and maintain a variety of records and files, human resource-related reports pertaining to assigned area utilizing databases, and manual records, including seniority rosters, faculty service areas, longevity, re-employment and others.
Generate and process Offers of Temporary Non-Contract Academic Employment; receive, date stamp, and file related information; verify full-time-equivalency and assure compliance with district policies; submit to appropriate administrators for approval and signature; assure appropriate class load assignments.
Generate, distribute and collect Assignment Request Forms, work calendars, etc., ensuring compliance with collective bargaining agreements and district policy.
Interpret, apply, and explain laws, rules, policies, and collective bargaining agreements pertaining to human resources practices to district administrators, employees and the public.
Consult with employees regarding layoff procedures, bumping and reemployment rights; generate board agenda items and unit/employee notification regarding same; conduct seniority lottery.
Receive and evaluate transcripts, determine semester units completed, degrees obtained, service increments; calculate advancement on salary schedule and update salary schedules and related records; make other adjustments according to established policies, procedures, collective bargaining agreements and rules of the Personnel Commission.
Review, develop, and implement procedures related to manual or automated record keeping and other operational activities to improve and ensure efficiency of services.
Compile a variety of reports required for state and local use; conduct and respond to requests for information.
Operate a variety of office equipment, including a computer, printer, typewriter, calculator and copier.
Prepare and conduct surveys and statistical reports from a variety of districts and agencies.
Represent the supervisor at workshops and meetings as assigned.
Perform other related duties as assigned.

Minimum Qualifications
Any combination equivalent to: college-level course work in business, human resources or related field and three years increasingly responsible human resources generalist experience including contract administration compliance and interpretation. Experience in HR integrated record-keeping systems and computerized database for data storage and report generation.

Knowledge Of:
Methods, practices, terminology and procedures used in human resources administration
Applicable sections of State Education Code, and other applicable laws State and federal laws, codes and regulations concerning human resources/personnel administration
Interpersonal skills using tact, patience and courtesy
Record-keeping techniques
District organization, operations, policies and objectives
District collective bargaining agreements and Personnel Commission Rules
Computer software, such as Access, Excel, and Word
Oral and written communication skills
Correct English usage, grammar, spelling, punctuation and vocabulary

Ability To:
Assure compliance with district, county, state and federal regulations and guidelines concerning human resource administration
Learn, interpret, apply and explain rules, regulations, policies and procedures
Develop and maintain confidential personnel records
Provide information and assistance to employees, supervisors and administrators

This 12 month, 100% position is located at the District Administrative Center and is contingent on board approval

The eligibility list being established will be used to fill full-time and part-time positions in this classification up to one year throughout the Ventura County Community College District.

Required Selection Process:
PRELIMINARY SCREENING OF APPLICATIONS & SUPPLEMENTAL QUESTIONNAIRE
In completing the application and the supplemental questionnaire (if required), outline in detail your education, training (such as classes, seminars, workshops) and experience. Application materials will be screened by a committee of subject matter experts, who will recommend candidates for participation in the oral examination process. Appearance before the oral examination board will be limited to the candidates with the highest written and/or screening scores.

ELIGIBILITY LIST
Upon completion of the examination, the open / promotional eligibility list will be compiled by combining the screening score, oral score, and applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the open / promotional eligibility list. This eligibility list will be used to fill the current vacancies up to one year from the date of the oral examination.

APPOINTMENTS
The candidate selected will be recommended by the Chancellor to the Governing Board for final approval.

PROBATIONARY PERIOD
All appointments made from eligibility lists for initial appointment or for promotion shall be probationary for a period of six months.

Salary Range: $3,751 - $5,184 per mo.

Oral Examination, Weighted 60%
Keyboarding Skills Examination, 35 nwpm, Pass / Fail

An original typing/keyboarding certificate issued within the past year will be accepted and must be submitted at the time of filing application. Applicants previously tested through the VCCCD Human Resources Department within the past year and who have a passing score should indicate such at time of filing. The Keyboarding Skills Examination date to be determined.
