Executive DirectorThe Executive Director of the Permian Basin Regional Training Center (PBRTC) functions as the Chief Executive Officer of the corporation and in this capacity is responsible for implementation of policies set by the Board of Directors as well as annual goals and objectives, and financial, program, and administrative management of the corporation. Guidance and direction is provided by the Board President, by the Board, and by its Executive Committee.
Essential Duties and Responsibilities:
The Executive Director will:
1. Be the chief executive officer of the PBRTC and shall in general supervise and control all of the business and affairs of the PBRTC.
2. Assure that the organization has a long-range strategy which achieves its mission, and toward which it makes consistent and timely progress.
3. Be able to think strategically about PBRTC’s priorities and help to translate these priorities into program and staff recruitment and related fundraising activities.
4. Provide leadership in developing program, organizational and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the Board.
5. Promote active and broad participation by volunteers in all areas of the organization's work.
6. Maintain official records and documents, and ensure compliance with federal, state and local regulations.
7. Enforce the Bylaws and perform all the duties incident to his office and which are required by law, and, generally, perform all duties incident to the office of Executive Director and such other duties as may be prescribed by the Board of Directors from time to time.
8. Maintain a working knowledge of significant developments and trends.
Core Competencies:
The Executive Director should be a visionary and a strategic leader who can work effectively at the intersections of academia, emergency services, industry, and governmental agencies and their subdivisions.
The Executive Director will have strong organizational, administrative, and financial management skills.
The Executive Director will be comfortable in a hands-on role and willing to do the essential tasks required to meet the goals of PBRTC.
Successful experience in general management, financial management, and strategic planning is required.
Job Knowledge: Understands the technical aspects of managing a nonprofit organization; provides advice to its staff directly and/or solicits guidance from experts. Understands the duties and responsibilities of the position and keeps job knowledge up-to-date. Clearly understands the training and education mission of the organization and continuously works to promote PBRTC and achieve its goals.
Dependability: Seeks increased responsibility while remaining conscientious, thorough, accurate, and reliable with respect to achieving the organization’s goals, and the needs of the instructors and staff. This includes being available and responsive to issues and concerns as they arise.
Education and/or Experience: An undergraduate degree is required, and the attainment of an advanced degree is preferred. The executive director must possess skills, knowledge and qualities which result from formal education and at least five years experience in areas related to fire, medical, and safety training and education; business; and non-profit operational and financial management.
The Executive Director will have experience that will demonstrate the ability to conceptualize, develop, and evaluate programs.
Physical Demands: While performing the duties of this Job, the executive director is regularly required to sit, stand, walk, speak and hear. The position requires extensive computer use so the employee must have sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. The employee must occasionally lift and/or move up to 75 pounds.
Travel: The executive director must be able to travel to attend conferences, training and other events as required to acquire and maintain proficiency in fulfilling the responsibilities of the position.
In communications, the Executive Director will:
1. Communicate effectively with multiple audiences using a variety of formats. Examples include: written communications that clearly outline the situation and action items; verbal presentations and briefings to the Board Of Directors and other parties; presenting at local meetings and to outside groups regarding a variety of issues affecting PBRTC.
2. Attend all meetings of the Board of Directors.
3. Call and give notice of regular and special meetings of the directors in accordance with the requirements of the law and the Bylaws.
4. See that the board is kept fully informed on the condition of the organization and all important factors influencing it.
5. Present at each annual meeting of the directors a report of the condition of the business of the PBRTC.
6. Render a report of the condition of the finances of the PBRTC at each regular meeting of the Board of Directors and at such other times as shall be required of him.
7. Prepare reports for the Board of Directors, in such form as the Board of Directors shall from time to time direct, concerning all grant requests made by the PBRTC and all reports received from charitable organizations who make grants to the PBRTC, and all other activities of the PBRTC since the previous Board of Directors meeting.
8. Publicize the activities of the organization, its programs and goals.
9. Establish sound working relationships and cooperative arrangements with community groups and organizations.
10. Represent the programs and point of view of the organization to agencies, organizations, and the general public.
11. Attend to all correspondence and advise the Board of Directors at its meetings about all official communications received by him.
In relations with staff, the Executive Director will:
1. Be responsible for the recruitment, employment, and release of all personnel, both paid staff and volunteers.
2. Ensure that job descriptions are developed, that regular performance evaluations are held, and that sound human resource practices are in place.
3. Appoint, discharge and fix the compensation of all employees and agents of the PBRTC other than the duly elected officers, subject to any qualifications with respect thereto made by the Board of Directors
4. See that an effective management team, with appropriate provision for succession, is in place.
5. Encourage staff and volunteer development and education, and assist program staff in relating their specialized work to the total program of the organization.
6. Maintain a climate that attracts, keeps, and motivates a diverse staff of top quality people.
In budget and finance, the Executive Director will:
1. Be responsible for developing and maintaining sound financial practices, and ensuring compliance with Generally Accepted Accounting Principles.
2. Work with the staff and the Board in preparing a budget; see that the organization operates within budget guidelines.
3. Ensure that adequate funds are available to permit the organization to carry out its work.
4. Coordinate all distributions from the PBRTC.
5. Have the authority to make, sign, and endorse in the name of the PBRTC checks, drafts, notes, and other orders for the payment of money, and pay out and dispose of such under the direction of the Board of Directors and subject to banking resolutions adopted by the Board of Directors,
6. Have the authority to sign and execute all contracts in the name of the PBRTC, all deeds, mortgages, bonds, contracts, notes, drafts, or other orders for the payment of money, or other instruments which the Board of Directors have authorized to be executed, except in cases where the signing and execution of shall be expressly delegated by the Board of Directors or by these Bylaws to some other officer or agent of the PBRTC, or shall be required by law to be otherwise signed or executed.
7. Cause all books, reports, statements, and certificates to be properly kept and filed as required by law, including but not limited to keeping the minutes of all Board meetings in one or more books kept for that purpose and keeping a register of all directors and their addresses and of all charitable organizations to whom grants have been made or denied and their addresses.
8. Keep at the principal office of the PBRTC accurate books of account of all its business and transactions and shall at all reasonable hours exhibit books and accounts to any director upon application at the office of the PBRTC during business hours.
9. Have the care and custody of and be responsible for all the funds and securities in the name of the PBRTC in such banks, trust companies or other depositories as shall be designated by the Board of Directors, and he shall be responsible for reviewing and enforcing any contract authorized by the Board of Directors for the investment and management of the PBRTC's funds, securities and other investments.
10. Process all grant requests made by the PBRTC and all reports received from charitable organizations who made grants to the PBRTC.
11. Monitor compliance by the PBRTC with the terms of all grants received by the PBRTC.
12. Be the custodian of the records and seal of the PBRTC and shall affix the seal to corporate papers and attest the execution of instruments on behalf of the PBRTC when required.
