POSITION:  DIRECTOR OF CONTRACTING AND PURCHASING

 

JOB DESCRIPTION:  Primarily responsible for all purchasing and contracting within the school district. Responsible for ensuring that all school district purchases and acquisitions are made in accord with applicable Fulton County Board of Education and Georgia Department of Education rules and regulations, as well as, appropriate state and federal laws. The daily duties require close coordination with personnel from technical support and finance, as well as, school district administration.

 DUTIES AND

RESPONSIBILITIES: 1.  Work with appropriate advisory committees relative to the purchasing function.

   2.  Prepare the monthly purchasing report for Board action.

   3.    Manage the bid process and provide effective communications of bid results.

 4. Maintain vendor relations so that sufficient competition is achieved on all procurements.

   5.  Coordinate purchase order approval levels in accordance with Board policies.

   6.  Authorize purchases made on behalf of the Fulton County Schools as designated. 

 7.  Provide direction, support and training to school district personnel on compliance with applicable purchasing rules, regulations, and laws.

 8.  Leverage the use of automated systems to ensure smooth purchasing workflow, continuous improvement, and appropriate interface with related systems.

 9.  Coordinate with appropriate personnel from technical support, finance and accounting, budget, as well as, the school district administration to monitor, maintain, and enhance purchasing operations.

10.  Serves as principal advisor to the Executive leadership on all procurement matters including identifying system enhancements and taking the lead in solving identified issues.

11.  Lead Contracting Department staff in fostering an environment of exceptional customer service to schools and departments.

12.  Coordinate with Capital Programs to ensure efficacy in all their procurement and contracting needs.

  13.  Recommend Best Practices for implementation in area of responsibility.

  14.  Performs other duties as assigned by the Chief Financial Officer.

 

JOB QUALIFICATIONS:  Master’s Degree in business administration or related field and minimum of five (5) years of leadership experience in corporate/government/military contracting or, in lieu of, a Bachelor’s Degree in related field with minimum of seven (7) years of experience directing a corporate/government/military purchasing or contracting department. (Certification in the purchasing profession by a national purchasing organization with at least a $10 million authority or comparable experience in fiscal or industrial management is preferred).

 



REQUIRED

EXPERIENCE:Knowledge proficiency in automated purchasing and contracting systems (specifically SAP or similar ERP system) and their interrelationship with other systems, such as finance and accounting, inventory control, and materials management.  Demonstrated ability in effectively hiring, managing, and retaining department personnel.  Must be capable of identifying any constraints in the critical path for procurement and correcting these issues.  Ability to develop specifications, evaluate bids and services and award purchases according to Board policy and procedures in the best interest of the school district, including final procurement decisions.  Ability to plan and implement long range goals and objectives and to monitor progress.  Ability to communicate effectively and work cooperatively with staff.

 

 

SALARY:  $81,245.00 - $96,767.00 - Actual salary placement will be based on Fulton County Board of Education experience and education calculations from the Non-Teaching Salary Schedule - Executive Scale.
