DIRECTOR, INSTRUCTIONAL SERVICES PROCUREMENT

The New York City Department of Education’s (DOE) Division of Contracts & Purchasing is seeking candidates for the position of Director, Instructional Services Procurement to supervise, direct and coordinate the procurement of professional instructional services, including but not limited to professional development, curriculum development, school reform, ELL services and certain special education services. The candidate will be responsible for supervising a staff of procurement professionals performing the complete procurement process, including the development of user and business specifications, supplier identification, strategic souring strategies, vendor negotiations and completion of formal commercial agreements. This position affords a qualified candidate the opportunity to serve as a key advisor to the Chief Administrator, School Based Procurement on strategic and day-to-day matters, with full participation in the decision-making process on the establishment and implementation of procurement policy and procedure. REPORTS TO: Chief Administrator, School Based Procurements DIRECT REPORTS: Supervises a staff of procurement analysts responsible for working with instructional leaders and central stakeholders on all aspects of the procurement process. KEY RELATIONSHIPS: Works with key instructional leaders, including the Division of Teaching & Learning, on the development of user specifications and service requirements necessary for the development of Request for Proposals (RFP). RESPONSIBILITIES: • Performs complex administrative and professional tasks as assigned by the Chief Administrator, relevant to the procurement of professional instructional services. • Develops, designs and implements specific strategies and procedures as assigned by Chief Administrator and/or Executive Director. • Conducts supplier identification to promote competition and identify vendors who can be qualified partners to the DOE. • Conducts complex research and studies to validate that RFP scopes of service and user requirements are competitive, well-defined and will be consistent with industry standards. • Develops strategic sourcing strategies utilizing industry best practices and proven DOE methodologies. Includes spend analysis and service utilization analysis. Also includes the use of e-sourcing tools to achieve better pricing and services delivery. • Composes executive summaries for RFP/RFB approval. • Leads pre-proposal conferences with prospective contractors. Presides over evaluation committee meetings. • Conducts contract negotiations with vendors. • Develops new procedures as necessary, including development of user guides and conducting training for internal constituencies. • Develops implements and periodically reviews DOE procurement policies to ensure compliance with Federal, State and City laws and regulations.

Additional Qualifications:

QUALIFICATIONS: Minimum Requirements: 1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or 2. A combination of education and/or experience equivalent to "1" above. Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. Preferred: • Demonstrated successful experience working in a team environment. • Ability to adhereto deadlines and multitask required. • Excellent organizational, analytical, and interpersonal skills. • Ability to work in a proactive and independent manner. • Outstanding writing abilities, with an emphasis on comprehension and organization. • Strong interpersonal skills with the ability to work closely with individual clients and cooperatively in a team environment. • Well-developed analytical and research skills. • Proficiency in Microsoft Office applications and research tools.
