Capital Budget Analyst
Reporting to the assistant director, capital budget in the Office of Asset Administration, the capital budget analyst will be responsible for supporting all aspects of the University's capital program including the \"Ten-Year Capital Plan\" which currently totals $2.7 billion. The University invests significantly in its physical plant including, the construction of new buildings, programmatic renovations, and an active renewal program of major maintenance and other annual initiatives.
The capital budget analyst will bring strong analytical skills, critical thinking, an ability to understand and implement complex accounting procedures, superior excel capabilities, reporting skills using the Peoplesoft Financials system and excellent communication skills to accomplish her/his responsibilities.
The primary duties of the position include, but are not limited to, the following:
- Establishing and monitoring capital project/grants;
- Analyzing and monitoring the budgets of capital projects and adjusting and closing those budgets following established University procedures;
- Monitoring the various funding sources supporting the University's capital program such as gifts, departmental contributions, and other revenues;
- Actively participating in the allocation and reimbursement processes surrounding the usage of tax-exempt debt as a fianancing tool for the University's capital program;
- Maintaining capital program databases utilizing excel, and performing analyses and reporting on that data;
- Using Peoplesoft Financials and its associated query tool, reporting on capital and real estate projects for further analysis.
This is a 3-year term position, intended to backfill staff reassigned to a significant chart of accounts redesign and system reimplementation project.
Principal Duties
- Analyze all aspects of the University's capital and real estate projects including both funding and expenditures, in conjunction and consultation with appropriate University departments such as Facilities, the Provost's Office, and Development Office.
- Oversight of the processing required in the life cycle of capital and real estate plan projects, including: opening project/grants; establishing budgets per prescribed University approvals; monitoring and analysis of expenditure levels; tracking of authorized funding and financing; and project accounting close-out.
- Special and ad hoc financial reporting using PeopleSoft reporting tools to support the analysis of capital projects and the Capital Plan
- Additional duties as assigned by the assistant director, capital budget and the associate treasurer.
Essential Qualifications
Position Requires:
- Experience with major ERP systems and their associated reporting tools (e.g., Peoplesoft Financials and Query, etc).
- Evidence of self-motivation and critical thinking with regard to the analysis of complex financial situations.
- High level of competency with desktop computing tools such as Excel.
- Strong analytical and organizational skills, with a high level of attention to detail.
- Demonstrated ability to handle multiple assignments concurrently.
- Proven ability to develop and maintain collaborative relationships at a variety of levels within an organization.
- Strong verbal and written communications skills
A Bachelor's degree and 5-7 years of related work experience is required.
Preferred Qualifications
Preferred:
- Experience with PeopleSoft Financials and Query.
- Experience with the accounting of capital and/or real estate projects.
