BUYER III
California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a student body of over 12,500 students at the undergraduate and graduate levels. The campus is located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area.
Department: Procurement, Contracts, Logistical & Support Services
Procurement, Contracts, Logistical and Support Services is a management unit organized to procure goods and services, assist and organizes University needs to realize cost saving and cost avoidance for individual departments as a major resources for information, financial guidance, legal assistance, customer service as it may relate to the expenditures, risk assessment and financial responsibility of state and university funds.
Major Job duties: The Buyer III reports to the Director of Procurement and Contracts (PCLASS) or designated supervisor. The incumbent works with a high degree independence and has responsibility for preparing highly complex contracts and/or coordination of a specific purchasing function, including independent problem solving for major purchasing campus-wide. These responsibilities may include assistance with long terms planning, recommending policy and procedural changes for a particular functional area. This Buyer III's main focus will be assisting the Director with major and minor construction/public works projects, architecture, engineering and geotechnical agreements; the incumbent will be responsible for administrating processes such as project job walks, the competitive bid process and conference meetings, evaluating bids and contractors; and service agreements terms and conditions writing and assisting departments to write specifications. The Buyer III will also be expected to procure most standard items such as furniture, office supplies and environmental goods and services, standard consulting agreements and all others Procurement and Contracts associated purchases and activities. The Buyer III shall be able to apply and interpret the public code regulations, standard business practices and the California State University procurement and contracting manual. The Buyer III is the highest technical specialist for intra-agency agreements, contract development, consortium projects, public works, repair projects, and EDP procurement. The majority of assignments are at the advance level.
50% Assist Director in the negotiations, review, and drafting of contracts related to construction/public works, architecture, engineering, geotechnical, standard agreement consulting agreements; assisting with job walks and the entire process a construction project and contract administration of a project. The Buyer will assist the director with review and assessment of risk and insurance issues related to contracts and agreements and there activities. The buyer III will work with, advice and/or guide, Accounting, Facilities, Physical Plant and the campus community to facilitate their mission of servicing the goals of the campus.
20% The Buyer III will assist in long terms leases, licenses and MOU's in relationship to public works and service associated activities.
20% The Buyer III shall assist in procuring other commodities such as furniture, equipment and office supplies.
10% The Buyer III shall provide other services and duties as required by the Director.

Experience:
Equivalent to three years of increasingly responsible purchasing and contracts knowledge and experience of which two years must have involved major aspects of the procurement and contracting functions i.e., high-technology and building and construction, utilizing competitive bidding or contract development, MOU's, public works and including the writing of specifications and justifications to support them.
Education :
Equivalent to an undergraduate degree in procurement, marketing, accounting, business, or other appropriate field (additional qualifying experience may be substituted for the required education on a year to year basis).
AND
Thorough knowledge of the principles, practices and procedures of purchasing, including administration of contracts and service agreements; thorough knowledge of basic accounting principles as related to purchasing and contracts; comprehensive knowledge of formal competitive bid administration; thorough knowledge of California State Statutes and Codes applicable to campus procurement.
Ability to use a computer.
Ability to administer all aspects of bid procedures according to laws and codes; monitor contracts and service agreements; develop, interpret, and apply highly technical and varied material and equipment specification requiring such activities as integration of performance schedules, learn and apply computer technology to the total purchasing process.
Ability to lead or review the work others; act promptly to actual or potential problems when required; develop long-range plans, including recommendation for policies and procedures affected by the plans; establish and maintain cooperative working relationships with vendors and with faculty, students, staff, administrators, and members of the general public; read and write clearly in English.
Working knowledge of functions such as receiving and properly accounting as they relate to the purchasing and contracting process.
Skill in Contract writing, insurance, leases, and agreements.
Required Certification:
Must have a State of California drivers license.
Preferred Qualifications :
Education:
Bachelor's degree in purchasing, marketing, accounting, business or other appropriate field, CPM or APP certification.
Experience:
Four years in the procurement and contracts field within the CSU or higher education, or knowledge and experience in an educational or large organizational structure.
Knowledge and use of Peoplesoft Financial System.
Salary and benefits: The salary range for this classification is: $3,971.00 - $5,956.00
