PSM Specialist

In addition, the company owns and operates fuel and/or asphalt terminals in Alaska, Iowa, Minnesota, Nebraska, North Dakota, Texas and Wisconsin. In addition to sales offices in North America, the company has a sales presence in Italy, Switzerland, Hong Kong and Belgium to serve global customers.Flint Hills Resources produces a variety of commodity and performance polymers. Among these products are commodity polypropylene resins, including general purpose homopolymer, random copolymers and impact copolymers, and several high-end specialty grades of polypropylene and polyethylene. The company also produces amorphous polyolefins at its Odessa, Texas plant for Huntsman Performance Chemicals.This position will have responsibility for the site's PSM programs related to Contractor Safety, Incident Investigation, PHA, and Safety and Health Training, and will provide support for other PSM programs including Management of Change, Incident Investigations, PSSR, Audits, etc.Specific PSM duties:Contractor Safety including managing the approval process and approved contractor list for the site, and coordinating safety training through an external Safety Training Center, including maintaining the training center's site-specific training information in an up-to-date condition. Incident Investigation including entering Supervisor's Immediate Report (SIR), Incident Reports and applicable action items in the site's corrective action database. Incident investigation support including facilitating incident investigation teams and issuing reports. PHA Coordination including maintaining a 5-year PHA Schedule, scheduling a qualified facilitator for PHAs, ensuring PHA team make up is adequate, PSI provided by units meets site requirements, coordinating PHA reviews with area management, entering PHA reports electronically into the site PHA system, managing PHA recommendations to closure, and maintaining hard copy files of supportting Process Safety Information. Safety Training responsibility including developing site H&S training plans, coordinating and participating in new employee orientation and quarterly new employee training presentations. Management of Change support including attending Hazard Review meetings and PSSRs as needed and maintaining the site's electronic MOC database. Other duties as assigned.Must be able to work successfully in a team environment as well as individually.Work Experience & Skills REQUIRED- Basic knowledge of PSM program development and implementation as defined in 29 CFR 1910.119 (a Bachelor's Degree in a Safety Field, or an Associate's Degree in a Safety Field with chemical plant experience, may be used in place of direct PSM experience) - Ability to review and approve contractors based on company required safety guidelines - Ability to review and interpret PSM regulations as they apply to the chemical manufacturing industry - Ability to review regulations and determine safety training requirements for applicable safety and health topics- Ability to develop and deliver standup training as needed - Ability to lead and/or participate on safety and health related audit teams - Ability to participate on the site emergency response team as fire fighter, hazmat responder, etc.- Knowledgeable in software applications including Microsoft Word, Excel, Power Point, and Outlook - Excellent oral, written, and listening communication skills - Ability to analyze technical information - Ability to handle multiple tasks and manage priorities - Strong interpersonal skills - ability to work alone, lead teams, or participate as an effective team member Work Experience & Skills PREFERRED- Minimum 3-5 years of experience in safety or chemical manufacturing - Demonstrated knowledge of chemical plant operations and 2 years chemical plant experience preferred - PSM program development and implementation experience - Ability to coordinate Process Hazard Analyses and learn applicable skills required to participate as the safety representative on the PHA team - ASP or CSP certification a plus - Emergency response experience a plus - VPP experience a plus Education REQUIREDHigh school education or equivalentEducation PREFERREDBachelor's degree in safety, engineering or equivalent preferred Compensation/Benefits Competitive wages and benefits packages commensurate with experience.
