Estimating & Business Development Preconstruction Services Manager - Water Treatment Plants. Will be responsible for procuring a variety of jobs within the Water Treatment Plant segment of the company. This person will network with customers, engineers, subcontractors and suppliers; negotiate prices, organize bids, prepare cost reports, GMP’s proposals, schedules and cash-flow forecasts for submittal. Will be in the estimating department, but above an estimating position. Participates as a member of the procurement department to locate and analyze project opportunities for growth of the company.  Nurture & develop new and existing subcontractor and vendor relationships. Lead and be responsible for the pre-construction phase of multiple Alternative Delivery and hard bid projects at once.Requires a high degree of professionalism and strong work ethic, along with a  Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, Project Management or equivalent experience. Strong organizational, follow-through and communication skills are needed. Must have 3 years of heavy civil construction field experience and  5 years of experience with bid analysis, writing scope of work, document interpretation, pricing on hard bid, design-build, and negotiated projects. Must have familiarity with local specifications and supplements to each and with bluestake and permits (dust control, ROW, stockpile, SRP, CAP, NPDES) and proficiency with reading blueprints and plans.  Proficiency in planning, scheduling, and production, in Hard Dollar and Microsoft Office suite of software-Excel/Word/Outlook etc also needed along with estimating software knowledge. Budgeting experience and an understanding of the process of building a job required. Must be dependable, proactive and prompt.
