Specialist II
This position performs as the Program Integration Specialist in support of the Global Threat Reduction Program (GTRP). In this role, the incumbent is responsible for providing program support and consultation to the GTRP Program and Deputy Program Managers, financial tracking and analysis, FY08 business planning; managing FinPlan process, and transitioning responsibilities to PCG, administrative, and scoping database staff.
Specific activities include: reconciling monthly FinPlan changes; maintaining change control; training PCG, and administrative staff on assignments they are assuming; working directly with staff to help build the beginning structure of the GTRP scoping database; developing spend plans; lifecycle document completion; point of contact for financial, contract, administrative, and PCG staff across the program.
Quantitative Dimensions:
Provide program support and consultation to multiple managers and staff with GTRP. Coordinate with program managers to establish PNNL¿s role as Protect Integration lead, which requires oversight of financial analysis and reporting, data maintenance, contracting efforts, and developing guidance documentation to the Global Threat Reduction Program (GTRP) Manager, Deputy Program Manager, and NA-21 Account Manager.
Nature and Scope:
This position reports directly to the Global Threat Reduction Program (GTRP) Manager. The staff member is also accountable to the Deputy GTRP Program Manager and supports a large contingent of program staff including technical leads, contracting staff, project controls, and the NSD Business Office.
The incumbent has the principle role of providing program support and consultation, managing the financial portfolio for GTRP, and transitioning responsibilities to administrative and PCG staff.. Position duties are to work independently with minimal guidance and a high degree of initiative in a demanding, high-stress, short suspense environment and require managerial capabilities for many of the administrative, logistical, and fiscal functions of the GTRP. Incumbent is accountable for leading the development and execution of business plans, proposals, and project management; composing and analyzing complex financial and fiscal reporting data and establishing procedures, reports, and forms; appropriately determining correct charging guidelines and policy compliance, as well as maintaining current knowledge of the policies within PNNL.
The staff member has the authority to make recommendations in appropriate procedures and corrective actions for rectifying project overspending or non-compliance with policy. Decisions regarding project budgets, funding, milestone due dates, and corrective action for variances are made by the project manager or project team based on expertise provided by the incumbent.
Principal Accountabilities:
As the GTRP Program Integration Specialist, this position reports to and performs work under the guidance of the Program Manager of the Global Threat Reduction Program (GTRP) and coordinates with managers, business office staff, and junior program administrators to accomplish the objectives of the position. Representative accountabilities include:
- Provide technical expertise and coordination.
- Provide independent financial, analytical, administrative, logistical, and managerial support to multiple program / project managers. Meet commitments and objectives by organizing, prioritizing, and expediting the flow of work as necessary.
- Understand and establish operating budgets and possess ability to access, interpret, and apply information from the PNNL financial and management reporting systems to develop short and long range business planning and budgeting. This involves a high degree of initiative to independently implement existing (or devising new) reporting systems, monitor expenditures and performance against budgets and develop corrective action plans as necessary to achieve established budgets.
- Provide analysis, exercise sound judgment, report project progress toward objectives and prepare effective monthly, quarterly, and annual project performance reports and project management plans that meet client and manager requirements.
- Serve as primary program resource for financial analysis, charging guidelines, and project management documentation.
- Promote continual improvement to business and work practices, identify strengths and areas for improvement, analyze and evaluate new and existing systems and products relative to efficiency, effectiveness, and responsiveness and recommend changes when necessary.
- Work is performed independently with minimal direction and review; provide direction and decision making on critical project/program outcomes.
- Begin developing relationships with Headquarters staff for NA-21 projects.
The position is responsible for business advisory to the PNNL Program Manager:
- Identify process improvements and lead implementation teams; influence improvements in business systems implementation.
- Analyze project milestones/budgets and provide early identification of project issues.
- Generate baseline budget requirements; oversee management of spending on accounts; shift funds as appropriate; recommend distribution and analyze impact of budget changes.
- Advise on budgetary issues, as well as engage discretionary authority to make decisions.
- Participate in business planning process and other directorate activities.
- Identify opportunities and risks and brings them to management¿s attention.
- Develops positive working relationships with co-workers; may give task direction.
- Build effective relationships at directorate/lab level and with DOE client. Establish relationships with other organizations and management to achieve objectives and market capabilities.
Level of Knowledge, Skill, and/or Education Required to Perform the Job:
- The staff member typically has a BA/BS degree in a technical or business field and 3 years of relevant, progressive experience with PNNL financial, administrative, and management systems, and technical or fiscal project supervision experience, or advanced degree.
- It is necessary to possess a thorough understanding of the NA-21 program, its client set and protocols, policies, procedures, organizational structure, and its interrelationships with Laboratory technical skill sets.
- Major challenges involve the ability to perform independently, recommend and develop appropriate procedure and policy changes, and perform as part of organizational teams.
- The staff member must establish personal organizational and prioritizing abilities, employ exemplary communication and problem-solving skills, and demonstrate sensitivity to managerial and client needs to successfully work simultaneously on projects and with individual managers and clients.
- Must be able to interact with technical staff and management to administer financial resources and conduct business planning.
- Intermediate knowledge is necessary of subcontract and management procedures, program and project management concepts and terminology, PNNL financial practices and accounting principles, and proficient knowledge of PNNL financial, subcontract, and project reporting systems, tools, policies, and procedures as well as related administrative in order to extract information from electronic network resources, analyze data, and develop reports to provide clear picture of financial details.
- Effective oral and written communication skills are essential for preparation of business proposals, white papers, reports, and client presentations.
- Intermediate and independent organizational, prioritizing, problem-solving, administrative, verbal and written communication skills are required.
- Must have competence in the use of Microsoft Office Suite (Word, Access, Excel, PowerPoint, Outlook) as well as proficiency in the use of the internet.
