Estimating Manager

JOB PURPOSE

Provides direction for all estimating activities within the company and provides technical and administrative direction to insure corporate objectives are met. Secures sufficient contract volume and backlog to meet or exceed corporate plans, while ensuring work performed is at the desired quality and profitability levels.


DUTIES

* Manage and administer department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc.

* Assist corporate and estimating departments to determine what types of projects to bid, strategies, techniques, etc.

* Plan, organize and staff key positions within the department.

* Assume additional responsibilities as directed by the President.

* Establish key performance measures (KPM) for the individual achievements of the personnel within the department.

* Ensure that training and development programs are established and conducted for all personnel within the department for career development and growth.

* Review and document the performance of all personnel reporting directly to this position on a regular basis.

* Conduct regularly scheduled one-on-one meetings with team members who report directly to this position.

* Conduct weekly team meetings to discuss or assign projects to bid, marketing efforts, problem areas, work in progress, project performance and proposals from the team.

* Participate in overall corporate planning and budgeting activities with members of the corporate management team.

* Authorize and approve all personnel transactions (hiring, transfers, wages, etc.) and purchasing for the department.

* Establish department objectives, policies, procedures and performance standards within the boundaries of company policy.

* Provide clear direction to the estimating staff to ensure the project bids meet corporate objectives.

* Ensure all final estimate packages are reviewed for accuracy and completeness prior to formal quotation.

* Ensuring estimating data is reviewed quarterly (crewing, producton, rates, costs, etc.).

* Ability to recognize crew and equipment requirements based on work variety.

* Ability to conceptualize quantities and costs from plans and specifications.



QUALIFICATIONS

Five to ten years minimum Excavation Experience

Five years minimum estimating Experience

Experience with Hard Bids and Negotiated Work: Penn Dot, Municipal Work, Commercial Projects, Warehouses

Knowledge of: Erosion & Sediment Control, Water, Sewer & Storm Piping, Mass Excavation, Concrete Flatwork & Walls, Paving.

Understanding or knowledge of equipment costs (hourly rates for the industry and monthly rental rates) and financial reports (job costing).

Experience with Agtek and HCSS

Experience in managing Estimating personnel
