Wood Group Equipment & Project Solutions (E&PS) is comprised of three business activities within GTS including the provision of Engineering, Procurement and Construction (EPC) of principally gas turbine-based power generation facilities, the provision of gas turbine packaged equipment, and insurance industry loss assessment activities. These activities collectively contribute approximately $200-million per year in revenues. Wood Group E&PS routinely works collaboratively with a wide range of other operating businesses in Wood Group to offer and deliver full life-cycle services around power assets from EPC to long-term operations, maintenance, repair, and overhaul. The Group’s capability to offer integrated services to its customers is a key differentiator in the market.
The successful candidate will be based in Houston, TX, and will report directly to the Procurement Director of Wood Group Equipment & Project Solutions (WGE&PS).
Job Description
These duties will include but are not limited to the following: Manage all aspects of outsourced package(s)' scope within a large-scale, fully integrated power project to meet project requirements and business goals including on time delivery, as-bid margin, and technical and quality requirements. The primary role is to manage relevant scope of work to ensure that the third party scope is executed in accordance with the contract requirements within the timeframe and budget allocated. Manage the major equipment supply chain as required, prior to and during the contract development phase including:
o Integration of OEM and prime Engineering, Procurement and Construction (EPC) contract terms, conditions and performance guarantees;
o Verify accuracy of Purchase Orders and Sub Contracts details, terms and conditions
o In conjunction with Project Controls, maintain an accounting of all moneys expended
o Support Logistics and delivery of OEM equipment into EPC construction activities including insurance and risk management aspects of a project Responsible for the preparation and review of subcontract proposal packages, negotiations with subcontractors, drafting final subcontract documents, administration of subcontracts through payment of final invoice, maintenance of proper file documentation and justification throughout, and the development of subcontract procedures Support Equipment Solutions team with the purchasing of new-surplus or used equipment in the market with continued support for refurbishment, overhaul and resale of such equipment in non-EPC applications Create, issue, manage purchase orders, product inquiries (RFI), cost quotations (RFQ) and change orders for goods and services Assimilate all portions of tender into a single-cohesive document to be issued to the bidders. Coordinate and conduct all pre-award meetings including, but not limited to, pre-qualification forms, pre-bid meetings, construction site walks, and scope clarification meetings. Manage all bidder communications, both technical and commercial, prior to award/purchase. Proactively address customer issues. Proactively manage escalation as appropriate to ensure management awareness of problems that are severe in nature or that are exceeding documented targets. Lead in development of new supply channels and evaluate supplier alternatives to determine best overall business value. Assist in the development of bid lists Coordinate and collect performance data on vendors after the scope has been completed. Review open order reports and follow-up with suppliers on late or critical deliveries. Ability to work under the pressure of schedule deadlines Manage multiple projects in a fast pace environment with limited resources Support change management within large organizationRelationships Contracts team support in processing “Flow Down” terms from Prime EPC contract. Business Development team support for RFP’s and budgets for potential opportunities Interface with Project controls to support effective project costs forecasting and measurements Construction and Project Management support purchasing activities for projects Establish, develop and maintaining an effective business relationship with suppliers including key OEM’s Coordinate with Engineering to receive the technical scope of work, coordinate and conduct technical clarifications, and provide the bids to perform a technical scope review of potential bids.Experience Proficient with procurement practices and procedures for large project based purchases of goods and services Prior experience as a Project Buyer or Contracts administrator in a similar or related industry. Proficient knowledge & use of ERP systems.Requirements/Qualifications Bachelor’s Degree Competent negotiation skills. Strong written and verbal communication skills with ability to communicate effectively at various levels within the organization.
