Your Ingenuity is welcome!Performs all activities necessary to accomplish within cost, schedule and quality objectives, the procurement of a wide variety of complex material and service requirements as required to fulfill the material needs of the Company. Prepares, issues, analyzes, recommends award and implementation of RFP's for assigned materials and services. Conducts value analysis on various commodities. Evaluates current and potential vendors. Monitors supplier performance. Negotiates favorable prices, terms and conditions. Investigates and surveys new sources of supply to determine each supplier's capability to deliver a quality product on schedule. Achieves established cost improvement goals. Develops, manages and maintains historical /information and records for all assigned commodities. Under minimal direction, negotiates and maintains contracts for subcontract services and materials at the FM Account. Implements and maintains superior supply base management techniques and consolidated solution sourcing. Typically manages and negotiates multiple contracts (15 - 30) with a total cost of at least $8 - $10 Million. Negotiates contracts with suppliers on price, lead time, quality and service for multiple services and commodities. Contracts are local/regional in nature and must meet established quality standards, availability requirements and price constraints of Building Efficiency Group Procurement policies and procedures. Utilizes existing national/regional agreements when and where possible to ensure effective leveraging of spend and rationalization of the supplier base, working with corporate sourcing team to ensure consistency in all major subcontracts. Manages these local/regional supplier relationships for improvements/changes to materials and services, price changes, marketing changes, processes, and other supplier changes that can affect the expected level of customer support. Researches supply base for consolidation and improvement in service levels for the FM Account. Collects, analyzes, recommends and implements approved solutions for quality of material and support services that suppliers provide. Works with account management to ensure contract requirements, such as budgets and scope of work, are met. Implements and manages FM Account level projects and process improvements aimed at increasing internal contract administration customer service levels. Assists sourcing and account team along with other internal customers on resolution of problems with contracted suppliers. Ensures that long term solutions are implemented. Works with Building Efficiency sourcing team to improve service and support delivery from Program Suppliers as well as expand the use of national agreements. Assists sourcing team with national/global contracts as requested. Works with sourcing team and Account Management in regard to third party labor and material suppliers in order to improve processes and resolve issues. Issues monthly reports to corporate sourcing detailing results of all cost reduction, avoidance and process improvements. Conducts quarterly and annual supplier performance reviews, scorecarding suppliers performance utilizing and following company policy and procedures. Develops RFIs, RFPs, RFQs, SOWs, KPIs and SLAs for all major areas of spend when they are to be competitively sourced utilizing company procedures and templates. Conduct all meetings with internal and external customers in a professional manner using a high degree of persuasive ability, professional knowledge, tact, good judgment and diplomacy. Maintains contract files as required by company policy and procedures. May support multiple accounts based upon scope of work required. Performs other duties as required. Bachelor's degree in business or related discipline or equivalent experience. Minimum of five years of purchasing experience including managing suppliers in a Buyer/Manager role with demonstrated success at improving delivery, cost reduction, and increasing quality performance. Demonstrated strong negotiation skills and experience. Demonstrated leadership, team leading and communication skills and able to effectively operate in a participative management environment. Demonstrated written and verbal communication skills. Ability to lead multi-functional teams. Experience in using Microsoft Office Suite and web-based applications. Advanced knowledge of Information Systems preferred such as: SAP, Oracle or PeopleSoft. C.P.M not required but a plus.
