SENIOR CONTRACTS ADMINISTRATOR -- UTAH
POSITION – SUBCONTRACT ADMINISTRATOR – FIELD(BEAR RIVER CITY, UTAH) COMPANY • BE&K is now a KBR Company with projects varying in size from $10M-$800M.• The firm has been providing a wide range of industrial clients with engineering, construction and maintenance services for almost 40 years.• Approximately 6,000 employees• Provides services for the following industries:· Pulp & paper· Petrochemical· Chemical· Power· General Manufacturing · BE&K provides a competitive compensation and benefits package including Medical, Dental, Vision, Health Care & Dependent Care Spending Accounts, STD, LTD, Life and AD&D Insurances, 401K with match, college tuition reimbursement and many other benefit offerings. LOCATION Position will be located in the Bear Creek City, Utah area which is about 55 miles north of Salt Lake City, Utah off of Interstate 15/84. This grassroots tissue mill has a estimated project duration of 24 months. REPORTING Position reports functionally to the Corporate Procurement Manager and Contracts Manager in the Birmingham Office and operationally to the Project Site General Manager POSITION SUMMARY:This individual is assigned to a particular project and is located at the jobsite. This position is responsible for the “cradle to grave” formation, and execution of subcontracts as well as assisting Project Management with administrative support activities. PRINCIPAL POSITION RESPONSIBILITIES: Pre Bid and Pre Award · Assist the Project Manager, Project Superintendent, and Subcontract Administrator throughout the bidding process.· Review Owners contract to capture flowdown provisions to be included into subcontracts· Prepare requisitions to generate Subcontract Inquiries for the Project Manager’s review and approval· Assist Project Manager or Project Superintendent with preparation of a detailed scope of the work to be performed, including what BE&K or the owner will provide.· Assist the Subcontract Administrator in preparation of special instructions to Bidders by developing project specific documents that will be used in all subcontracts for the assigned project.· Help prepare responses to Bidders technical questions.· Review Bidder proposals and coordinate with Subcontract Administrator to obtain clarifications.· Attend Bid Clarification Meetings.· Prepare the Subcontract Requisition to reflect any changes to Inquiry requisition. Pre Construction and Mobilization · Review Subcontract Document for understanding.· Be apprised of Project-Specific or Special Terms and Subcontract requirements.· Obtain approval from the BE&K Safety Manager for the Subcontractor’s safety plan.· Review the Subcontractor’s schedule and obtain project approval. Give to Scheduler to incorporate into project schedule.· Review the Subcontractor’s Schedule of Values (pricing).· Attend and participate in the Preconstruction Meeting.· Make sure that the Subcontractor has submitted a correct insurance certificate prior to mobilization; coordinate with the Birmingham Subcontract Administrator if unsure the insurance certificate meets our Subcontract requirements.· Review administrative and reporting requirements with Subcontractor.· Review invoicing procedure and documentation requirements with Subcontractor.· Assist the Subcontractor with mobilization. (Provide checklist if appropriate)· Be sure that the Subcontractor has a complete and executed Subcontract including all Exhibits.· Review “as built” drawing procedures with Subcontractor.· Review back-charge and change request procedures with Subcontractor.· Ascertain availability of BE&K and owner supplied materials and equipment.· Provide cost information to the site Cost Engineer and ensure cost commitments are loaded into JDE. Construction · Serve as primary contact for Subcontractor from mobilization through demobilization.· Coordinate and monitor all BE&K and Subcontractor activity relating to the subcontract requirements.· Attend craft coordination meetings.· Ensure that Subcontractors schedule their daily work activities in a manner that least interferes with direct hire forces.· Ensure subcontractor properly receives and inspects material and equipment.· Coordinate proper responses to Subcontractor technical question and problems.· Provide Subcontractor with appropriate clarifications and/or input regarding the scope, subcontract conditions, and revisions to the technical documents (as approved by Project Management).· Properly enforce the terms and conditions of the subcontract for both the Subcontractor and BE&K.· Conduct field inspections as necessary to observe the progress of the work, adherence to procedure, and productivity.· Maintain a daily journal to provide accurate historical data regarding Subcontractor execution of the work and highlighting any unusual circumstances that might result in claims or back-charges.· Receive and review the Subcontractor’s Daily Report; document and report any inaccuracies.· Report Subcontractor daily manpower through appropriate channels to be included in the total site headcount.· Prepare a BE&K Subcontractors Daily, Weekly, and Monthly Report.· Receive and review any additional reports, plans, or schedules submitted by the Subcontractor.· Conduct Weekly Subcontractor Coordination Meeting (or as directed by Project Management).· Review Subcontractor RFIs and transmit to the appropriate engineer for resolution.· · Prepare and maintain subcontract files.· Maintain logs for Subcontractor Change Requests, Claim Requests, Back-Charge Requests, and Work Order Requests (extra work).· Receive and investigate Subcontractor Change Requests, Claim Requests, Back-Charge Requests, and Work Order Requests (extra work). Respond as approved by project management.· Review all Subcontractor correspondence and assist with responses as approved by project management.· Identify potential claims early, notify the Project Superintendent or Project Manager and work with the Subcontractor to attempt to avoid a claim.· As soon as the potential for a claim is known, inform Project Management and collect documentation to help defend or settle the claim.· Assist the Subcontracts Manager, Project Manager, and Project Superintendent in resolving the claim.· Coordinate with Procurement regarding commercial questions, scope questions, and handling of claims and back-charges.· Assist Project Management with preparation of requisition Addendums to the Subcontract, obtain appropriate approvals, and forward to the Subcontract Administrator for execution.· Close out Subcontracts in accordance with Closeout Procedures.· Coordinate Subcontractor’s demobilization activities. SECONDARY DUTIES: · Review the Subcontractor’s weekly plan and monthly schedule updates to see that they achieve the overall needs of the project.· Work with the Project Scheduler to review the Subcontractor’s schedule updates with respect to progress, subcontract requirements, and potential problems.· Advise the Subcontractor of schedule problems and request corrections (as directed by Project Management).· Review Subcontractors’ material and shop drawing submittals for accuracy and completeness and transmit to the engineer for approval.· Ensure that Document Control maintains Submittal Logs.· Issue and monitor owner or engineer changes going to Subcontractor (as approved by Project Management).· Prepare a Subcontractor Evaluation upon completion of work (with input from Project Management). Forward copy to Subcontract Administrator Manager.· Review the Subcontractors’ monthly progress against the Subcontractors’ invoice. Approve or reject as appropriate and as approved by project management. DESIRED CAPABILITIES AND SKILLS: · Minimum of four (4) years experience as a Subcontract Coordinator.· Knowledge of types of work typically subcontracted and appropriate scopes of work.· Familiar with Construction Management interfaces and coordination procedures.· Experience with self-performed and construction management projects.· Ability to manage multiple priorities.· Knowledge of scheduling techniques and interfaces.· Computer literate. EDUCATION · A degree in a related field is preferred.
