Estimator/Project Manager for Heavy Highway and Site work

I have a client that is a GC doing heavy Highway and Site work within the Philadelphia Metro and South Jersey areas.  They have asked me to find an Estimator with Project Management skills for their Heavy Highway and Civil Projects. Project experience should be with D.O.T., Utilities, and Site.
