DIRECTOR OF ESTIMATING
Summary: 

This position will support the Chief Estimator in implementing major capital projects within the MTACC. The incumbent will provide oversight, monitoring and evaluation of project controls programs, estimating, cost control and risk management services being performed on each of the projects, and will be accountable for all deviations from standards and procedures. This position will maintain close working relationships with project management and consultants to ensure that they meet or exceed control standards. The Director will oversee a large program of work and will be responsible for ensuring the accuracy and quality of all estimates. 

 

Responsibilities: Oversee all estimating activities for a project or program of projects. Initiate actions to improve overall estimates during the construction of Capital Projects. Enforce the application of standards, guidelines and procedures in consultant preparation of estimates. Maintain communications and rapport for the interchange of information between the project and involved agencies. Formulate project controls policies and procedures and monitor and evaluate all project controls programs, estimating, cost control and risk management systems and procedures. Manage internal controls including implementing process controls, measuring program performance, and ensuring the integrity and validity of internally and externally disseminated information. Analyze design and construction estimates at various milestones. Analyze change orders and claims to establish cost implications, to establish validity of proposal and to recommend agency settlement position. Evaluate value engineering proposals to establish cost implications, to establish validity of proposal and to recommend savings. Provide analytical support and analysis and supervision of bid analysis, invoice review and construction industry market trends. Assist MTACC Program Areas in the development of management plans and ensure that design is consistent with the budget. Prepare reports and recommendations to senior management. Keep apprised of industry cost trends for commodities and labor, and regional and nation trends and their potential impact on program.

Qualifications: Ability to Ensure processes and procedures are appropriate and conduct reviews/oversight to validate quality and adherence to all requirements. Ability to provide accurate information in a short time period. Ability to establish customer-oriented output goals and benchmarks. Knowledge of best practices research. Ability to explore time and cost saving opportunities for construction, force accounts and internal services requirements.

Education and Experience:Bachelors degree in engineering, construction or business. A minimum 15 years experience in an engineering/construction environment in Project Controls (estimating, cost control) with 7 years in a progressively responsible role. 10 years of Rapid Transit Capital Construction related experience preferred PE desirable.
