Clinical Transition Manager
1. Overview/Background: The US Army Health Facility Project Office is overseeing the construction and outfitting of a 1.2M square foot Replacement Hospital at Fort Belvoir Virginia. This essential, state-of-the-art medical facility was designed to support the active-duty personnel and their families throughout the National Capital Region along with the local military retirees. 2. Task Objectives: As the clinical expert on the project delivery team advises, coordinates, and consults with the medical/architect/engineering staffs to interpret design concepts, offers operational solutions and insures active, informed participation in the transition/construction process. Analyzes functional design concepts and final working drawings of the construction project to determine impacts on healthcare delivery with the intent of ensuring continuous clinical operation, patient safety and JCAHO compliance. Responsible for up to eight contract personnel, establishes, monitors, and guides transition tasks including funding, manpower, equipment and training.
This contractor performs a wide range of complex administrative duties and responsibilities associated with the concurrent planning, design, construction, and relocation to these new facilities and directs and executes all the daily functions associated with the allocation of space, transition and move/relocation of personnel and equipment. Ensures the coordination of numerous meetings, conferences, and work sessions required in the management of the transition process. Performs and acts as a representative for the Project Officer when dealing with internal elements of the MTF and numerous external offices and agencies associated with the MILCON projects. Under the direction of the Project Officer, contractor will plan and manage all medical, support, and administrative space in the building to include temporary and leased swing space.
Plans, coordinates, and directs a comprehensive ongoing transition management process necessary to effectively carry out a MILCON project. Incumbent is responsible for space management, including leased facilities and the relocation of personnel and equipment during any necessary moves over the Projects period. Executes this responsibility while providing an optimum level of service, with minimal interference to facility occupants, considering current use patterns and future requirements in terms of expanding or changing needs. Institutes and manages several committees chartered to provide recommendations and guidance to the command on matters pertaining to facilities operation, management, and the MILCON process. Coordinates with various internal and external activities, contractors, and architects on the master plan and construction of the facility to include the development of concepts of operation, space utilization, floor plans, and work flow in the design of a new facility. Prepares and publishes informational and communications material related to the MILCON project and the transition process. This includes newsletters, briefing materials, bulletins, memorandums, and other documents intended to inform and advise the staff on the numerous and complex events related to the transition process. Information and communications documents must be published on a timely and recurring basis to ensure the maximum distribution of essential and vital information. Incumbent provides support to the Project Officer in the development of the organizational plan related to the new facility. Establishes the calendar for key transition events. Monitors time lines of events for adherence to preparation and occupancy schedule as defined by the Project Officer on deviations from prescribed strategic plan and schedule. Prepares and presents briefings to committees and the senior leadership of the MTF. Prepares correspondence and reports associated with the transition management process. Provides support to the Project Officer in development of the organizational plan for the facility. Contractor will prepare, coordinate, and conduct orientation-training programs for the facility. Develops orientation materials to include pamphlets, brochures, and memorandums designed to orient and familiarize staff and visitors to the new facility. Prepares orientation training programs and conducts training for hospital staff members to include classroom sessions on facility features and orientation tours of facility and specific work areas. Plans and coordinates special events related to the MILCON project. Duties also include, but are not limited to, coordination with the Medical Research and Material Command (MRMC) Public Affairs Officer on the arrangement for guest speakers, coordination with newspapers and public offices. Develops the statement of work for all move management and furniture contracts both within the facility as well as leased facilities. Contracts are established to conduct transitional moves necessary to both move from and relocate to space to facilitate the MILCON project. Advises the contractor’s site manager on new work requirements, revisions to move plans, safety requirements, and special situations impacting on the mission. Manages and provides project oversight for the decommissioning of all medical and support functions prior to release to the prime contractor under the MILCON project. This function includes, but is not limited to, the removal and proper disposal of excess government property and the decontamination of medical and adjacent space. This component requires the safe removal and management of contaminants, biological, chemical, and radiological sampling and the development of an appropriate plan for proceeding with agent desensitization efforts if warranted. Incumbent will ensure regulatory and legal compliance certification needed prior to the commencement of a project for demolition or reuse. He/she is responsible for the coordination, planning, implementation, and oversight of contracts both within and outside government agencies to expedite the decommissioning process
3. Key area of Expertise (required Knowledge):
· Strong clinical background (must have experience working in military or civilian hospitals directly interfacing with clinical departments or three years as a registered nurse).
§ Working knowledge of the entire process surrounding the planning, programming, funding, design, and execution of a health care facility construction project (experience in this area preferred).
§ Familiarity with myriad transition activities associated with military medical construction and renovation projects, as well as the planning for transition during programming and design of projects.
§ Experience in acquisition and property management
4. Place of Performance/Duty Hours: This position is located at the US Army Health Facility Planning Agency, HFPO-Belvoir, Fort Belvoir, VA. The hours of duty are 0730-1630, M-F, with 1 hour for lunch. This position is full time and the individual filling it is expected to work from the office or the new facility.
5. Travel: Contractor may be required to travel. Travel must be approved prior to actual travel being performed. The contractor must fill out the TDY Request Form that the Government will provide. Once this is approved by the Government Representative, it will be provided to the contractor liaison. Travel will be paid IAW the Joint Travel Regulation (JTR). The contractor is responsible to ensure that cost savings are utilized when available (i.e., making reservations as soon as possible, utilizing compact cars when a vehicle is required, requesting government rates at hotels to stay within per diem, parking in economy parking, etc.). If the hotel is over per diem, the difference will not be paid unless there is an approved justification on the TDY Request Form.
