Assistant Director M/WBE Programs
The Dormitory Authority of the State of New York provides financing and construction services to public and private universities, not-for-profit healthcare facilities, and other institutions which serve the greater public good.
We currently have an opportunity for an Assistant Director, M/WBE (Opportunity) Programs to work at our headquarters in Albany, NY. The Assistant Director, M/WBE (Opportunity) Programs supervises the highly diversified and complex operations of the Opportunity Programs unit, ensuring pre- and post-award compliance with Executive Law, Article 15-A and Public Authorities Law, Set-Aside Legislation. Weekly travel is required.
The starting salary for this position is $85,413.
Primary Responsibilities:
· Develop and supervise implementation of contract compliance programs.
· Assign minority, women and small business enterprises (M/WBE) goal values to all applicable DASNY funded contracts.
· Develop and monitor implementation of remedial programs and procedures designed to mitigate the effects of systemic discrimination against minority group members and women.
· Conduct pre-award reviews of all proposed construction contractors, construction consultants and professional service firms, in relation to compliance with pre-award requirements of Executive Law, Article 15-A.
· Supervise implementation of post-award monitoring programs.
· Coordinate and participate in compliance hearings, and recommend imposition of fines and sanctions against contractors determined to be in deliberate non-compliance with the provisions of Article 21 (Affirmative Action) of their general conditions contracts.
· Supervise the outreach program to M/WBE.
· Facilitate early intervention when M/WBE are reportedly experiencing difficulties with carrying out the provisions of their contracts, subcontracts and purchase orders.
Minimum Qualifications:
· Bachelor’s degree plus seven years relevant experience, including four years supervisory experience in an M/WBE program.
· Working knowledge of Article 15-A of the Executive Law, Affirmative Action contract compliance and other applicable laws and an understanding of the impact and application of such laws/regulations.
Preferred Qualifications:
· Bachelor’s degree in Business Administration, Accounting, Public Administration or Construction Management plus seven years relevant experience, including four years experience supervising and evaluating professional staff in an M/WBE program.
· Management experience.
· Working knowledge of Article 15-A of the Executive Law, Affirmative Action contract compliance and other applicable laws and an understanding of the impact and application of such laws/regulations.

· Demonstrated analytical and conceptual skills.
· Comprehensive knowledge of management principles.
· Excellent oral and written communications skills.
· Demonstrated ability to work independently and exercise sound judgment.
· Strong interpersonal skills.
· Excellent organizational skills and ability to prioritize.
· Proficiency in PC applications such as Microsoft Office, Excel, Word and Access.
· Basic knowledge of accounting principles.
