The Colorado Community College System is the state’s largest system of higher education, comprising 13 state community colleges, career/technical programs in more than 150 school districts, and program oversight for seven other post secondary institutions. Job Summary:
The Project Manger/Business Analyst reports to the Associate Vice President, Business and Technology. The position’s primary responsibility is managing projects and project teams to facilitate the on-time delivery of the project objectives. In addition, the Project Manager will be the main contact for an area of the business helping them identify priorities, develop business cases, and developing detailed requirements. The Project Manager follows established project management methodologies throughout each of the projects and from time to time may participate in setting or refining the standards for project management. Typically the Project Manager works with very little direct supervision. He/she directs the activities of the project team and communicates with the appropriate team leads and management. The position reports to the Associate Vice President, Business and Information Technology. CCCS-IT provides high level support to the IT Directors and staff at all thirteen colleges and is the provider for the Wide Area Network, internet access, Exchange, the Banner ERP system, and Web/Portal systems. CCCS-IT works with the college IT directors and CCCS senior management to establish IT policies and standards for both the system office and the colleges.
Duties and Responsibilities:
Primary Responsibilities:
1. Collaborate with business users to develop business cases and prioritize projects. Work closely with college functional user groups such as Controllers, Business Officers and/or HR Directors.
2. Facilitate the gathering of project requirements from various business users and technical staff members and develop written project and task specifications.
3. Identify, verify, and record task dependencies, task efforts, and task durations.
4. Create accurate, detailed, and organized project task details.
5. Manage resource allocation/contention across projects.
6. Follow established project management guidelines and process, (e.g., PDLC) to develop, maintain, and track project plans, conduct project meetings, and report project status.
7. Lead project status meetings to ensure good communication within the project team as well as ensure that meeting minutes and status updates are appropriately published to the team, stakeholders and interested parties.
8. Produce or review documentation detailing the project plan, project status, individual deliverables, team member roles and responsibilities, and project contingencies.
9. Identify and manage project risks.
10. Orchestrate regular touch points with team members and stakeholders, when necessary to maintain an accurate understanding of the project’s overall health/condition.
11. Participate in code reviews and other walkthroughs.
12. Participate in product and vendor evaluations.
13. Participate in product testing and product training including evaluation of product upgrades, patches and fixes. Work with users to test upgrades, patches and fixes.
14. Record and report on project hours and budget spent on a periodic basis.
15. Mitigate and resolve communications problems and team conflicts.
16. When requested, conduct performance evaluations of the project team members.
17. Mentor other, less experienced project leaders.
18. Works directly with the Developers, Data Base Administrators, and other Project Management Team members in a collaborative, cooperative, and customer-centric environment.
Secondary Responsibilities:
The position will work independently and as a member of various teams of technology members and end users. Must be able to work effectively with a diverse population. Attendance at required meetings and in-services. Occasional travel may be required. Daily schedules may fluctuate to accommodate organizational needs, deadlines and delivery of services.Other duties as assigned.
Applicant Qualifications:
Education:
· Bachelor’s degree in an appropriate field from an accredited college or university. Master’s degree preferred.
· Relevant education / experience in the appropriate technical and management areas may be considered as a substitute for formal education.
Experience:
· Three (3) years progressively responsible experience with project management.
Skills and Abilities:
1. Proven understanding of project management concepts and development life cycle methodologies.
2. Familiarity with project management tools (e.g. Microsoft Project, PlanView, etc).
3. Solid understanding and business acumen in the areas of Finance, Human Resources, Payroll and/or Student Accounts Receivable.
4. A good understanding of, and experience defining, detailed process flows.
5. Solid team facilitation skills.
6. Ability to identify user needs and provide technical solutions.
7. Ability to instruct others, both individually and in a group setting.
8. Ability to interact well with a diverse campus population.
9. Good listening skills and excellent oral and written communication skills in technical and non-technical settings. Excellent presentation skills.
10. Excellent customer service skills, for both internal and external customers. Ability to work directly with customers and vendors to understand and resolve functional or technical issues or concerns.
11. Strong analytical and problem solving skills.
12. Ability to perform the following:Work effectively on concurrent, multiple tasks and projectsWork independently to coordinate, organize and track tasks effectively and meet project deadlines
Preferred Qualifications:
· Experience supporting 24 x 7 environments
· Experience with SunGard Banner
· Higher education experience
Additional Working Conditions:
· Part of this job is performed using a computer.
· This position has frequent interactions with internal and external customers and vendors.
· This position frequently attends and leads meetings with a variety of attendees
· Some travel to various campuses and conferences is required.
