Brief Description of Duties:  This position is located in the District of Columbia, Office of the Chief Technology Officer (OCTO), Application Services.  The purpose of the position involves serving as a Web-based software application developer on a team that develops Web-based applications for OCTO and other District agencies.

Works independently or with a team on assigned projects to design, develop and test Web-based software applications.
Remains abreast of new state of the art functionality and developments in web applications, Internet and Intranet and related technologies, to the extent that these developments may benefit the District government.  Implement Web, Internet and Intranet and Intranet policies, procedures, and standards and ensures their conformance with District Government objectives. 

Coordinates with other District agencies, and design and develop upgrade plans for District Web requirements, maintenance, operations, and support issues; ensures efficient maintenance, support, and troubleshooting.
Works with the overall direction of a project manager and/or a senior developer to create new Web-based applications or enhance existing applications written in ASP or .NET applications that employ MS SQL Server or Oracle databases. 
Works with development team to maintain agency Internet and Intranet web sites including the DC Portal (http://dc.gov), using District government content management system, Migrate existing ASP applications to .NET.  Assist in the development and enhancement of various other District Web portals.
Keeps abreast of current practices and trends in information technology such as AJAX and Web 2.0 methodologies.  Establishes positive working relationships OCTO managers.

Ranking Factor #2:  Demonstrated knowledge of MS SQL Server, Visual Studio, and .NET. Ranking Factor #3:  Demonstrated experience developing both front end user interface (Java script) and back end application code and database. Ranking Factor #4: Demonstrated experience using source code control software packages. Technical certification in related programming and database disciplines.
