Job Overview:
Client’s Enterprise & Mission Solutions (E&MS) Business Unit currently has openings for GIS Software Engineers. In support of the Advanced Information Technology Systems (AITS) contract, Client will provide systems engineering and maintenance support for the Army National Guard (ARNG) Bureau Automated Information Systems (NGB-AIS) Division's service oriented architecture environment.
Team members of the NGB-AIS integrated project team (IPT), will provide technical assistance/support for data processing services, systems/application development and maintenance, configuration management, database integration, web & enterprise services, network and communications services, system integration & analysis, data warehousing and information assurance for the 54 States and Territories of the ARNG, and the National Guard Bureau.
Job Responsibilities:
The GIS Software Engineer (GSWE)will be responsible for the programming, scripting, installation, configuration, administration, and management of the AIS GIS tool suite; concepts of operations (CONOPS) formulation; identification, analysis, definition, and coordination of user and stakeholder needs through translation into functional and technical requirements; identification of risks (e.g., environmental impacts on systems) and development of mitigation strategies; identification of potential impacts on systems; identification, analysis, and definition of internal/external interfaces; participation in peer reviews, participation in milestone reviews, etc.
Candidate must ensure deliverables meet all relevant Army and NGB AIS and GIS quality and security standards/documentation; assess system designs to validate them against requirements; test systems to ensure requirements are met; systems architecture; systems analysis and design; interface and data architecture analysis; system integration; system and operations performance analysis; end-user and service desk support; product demonstrations, COTS/GOTS implementation, integration and sustainment support.
Required Skills:
Candidate must have programming experience in VB.NET, .NET, C#, Java, scripting, data mapping, advanced operating/development skills as it applies to the application development of ESRI products: ArcGIS and ArcObjects.
Candidate must have demonstrable hands-on experience using Visual Studio in the development of components that comprise elements of a web-based ESRI ArcGIS application.
Candidate must have excellent oral and written communication (e.g., writing CONOPS, requirements specifications, etc) skills; proficiency in the Microsoft Office suite, including Visio.
Ability to create design artifacts to include use case diagrams, swim lane charts, and communicate effectively with technical and non-technical staff members.
The ideal candidate for this position has experience in GIS software development, system and database administration.
Must be a quick study in learning the NGB-AIS environment (e.g., business processes, architecture, etc.).
Must be receptive/adapt to new situations and varying environments.
Outstanding and proven problem solving abilities, positive attitude, and self-motivation balanced with a desire to achieve team goals, and the ability to interact with peers, management, and the NGB-AIS client.
Desired Skills:
Understanding of Joint Mapping Tool Kit (JMTK) DoD standards
Working in a CMMI (Level 3) environment a plus
Experience with Microsoft Team Foundation Server (TFS) a plus
NGB-AIS experience a plus
Education / Experience:
7 years of IT experience
1 year in supervision/lead of IT projects
Bachelor's degree from an accredited college/university in related field. In lieu of a Bachelor's degree, H.S. diploma and an additional 7 years of relevant experience is acceptable.
Conditions of Employment:
Contingent upon certification of General Labor Category (GLC) which is based on experience and/or education.
Must be able to obtain and maintain a Secret clearance.
The client requires a background investigation and professional reference checks. A drug test may also be required. Eligibility to obtain a federal government Public Trust clearance is required.
