Panum has several openings for CPIC Consultants for providing on-site CPIC support services to one of its Federal government customers in Alexandria, VA.

 

Job Description:

 

Primary responsibilities include: All aspects of investment management process, capital planning and investment control (CPIC) and enterprise architecture (EA) within the Office of Information Technology (OIT). Development and execution of an IT program/project/portfolio management structure capable of meeting quality, timeliness and cost objectives for both government and contractor resources on various OIT projects and adheres to the Department  policies. Ability to support all relevant industry and federal CPIC mandates and eGovernment initiative including but not limited to the CFO Act of 1990, Govt Performance & Results Act of 1993, Fed Acquisition Streamlining Act of 1994, Paperwork Reduction Act of 1995,Clinger-Cohen Act of 1996 and Govt Paperwork Elimination Act of 1998. Creation, maintenance and continuous improvement of all Agency’s  OMB Exhibit 300s in a shared file system and perform all financial administration, including construction and maintenance of the program level cost model which provide all financial and contractual information to satisfy OMB reporting requirements. Support for management and control of the lifecycle of the OMB Exhibit 300 submissions, including all required attachments and support documentation. Research/formulation/development of all aspects of IT strategic plans and OIT Technology/Communications Plans consistent with federal/Department/Agency regulations and guidance.  Development/maintenance/update of Agency EA consistent with Department EA and Federal EA and eGovernment policies. The Agency EA must be maintained in a shared file environment. Ability to conduct Quality Investment Management & Systems Reviews including the drafting and managing the submission of all annual, quarterly,  monthly and ad-hoc internal and external oral briefings, updates and reports to Agency’s CIO and Department’s CIO. General Management Support for meeting OMB A-11 requirements, Department’s policy on Acquisition Approval Requests (AAR), providing liaison with internal/external oversight entities to understand/comply with IT policy and reporting requirements.

 

 

Desirable: Knowledge of Project/portfolio Scheduling and the Earned Value Management System (EVMS) Comprehensive program and project management experience in internal/external client support, facilities and hardware/software acquisition and implementation, data security, disaster recovery, and data center management. Proven record of increasing client satisfaction while reducing overall operational expenses and ability to foster a collaborative team environment to achieve and maintain client and business success. Strengths include: leadership, staff management, strategic planning, project planning and management, financial management, client support, personal computer skills, hardware/software support.

 

Job Qualifications, Education and Other Information: A Bachelor’s Degree or higher from an accredited university Minimally 5-10 years of applicable experience  with  federal government agencies  and skills in CPIC, capital planning and OMB 300 Location: Washington DC Compensation: $115-$150k Principals only.
