DescriptionThe National Opinion Research Center (NORC) at the University of Chicago is seeking a Vice President to lead our Information Technology Project Services (ITPS) and Application Development organization which consists of the following functional areas: Application Development, Data Services, Project Management, and Business Analysis. The Vice President will lead the managers and staff of approximately 50 FTEs to deliver IT applications and solutions for NORC projects. This position will have full budget responsibility for the department and will have direct reports managing the functional disciplines within the development organization and report directly to the CIO. This position is located in downtown Chicago, IL.  Responsibilities include: Build a multi-year road map that will help identify key operational initiatives that will stabilize and drive efficiencies in the current environment; while allowing for substantial change and innovation in the future; and will move the organization with an established culture to delivering a service oriented approach to achieve company business objectives. Implement an environment that is customer-focused, encourages creativity, drives performance, effectively develops and rewards key performers, and provides succession planning. Develop strong relationships with NORC's executive leadership team to develop and implement long-range strategic objectives, while continuing to deliver and execute on current IT commitments and solution releases. Providing leadership on execution and delivery of IT commitments. Efficiency, cost management, and improved quality management of all released solutions will be a key factor in determining the success of the Vice President. Partner closely with the Survey Operations Management and Research Departments to ensure a coordinated effort in managing our client's expectations on commitment delivery. Improve ITPS's development performance, quality of output and increase efficiency in execution, refining established standards and guidelines. Optimize collaboration and learning between and within functional areas. Institute a disciplined software development, configuration and release management culture within the development organization. Reducing the number of software bugs and issues with all releases will be a key driver of success. Coordinate quality control policies and procedures throughout the department and throughout the software development life-cycle. Assume other special projects/assignments as directed by the CIO. Required Experience Must have 10+ years of experience in computer science, technology management, product/software development or related discipline with an IT focus; demonstrated progressive scope and increased responsibilities. Bachelor's degree or equivalent work experience; Masters Degree in Technology or a related field preferred. A strong leader with outstanding business judgment and decision-making skills. A quick study who is able to rapidly gain the confidence and respect of an organization, soliciting their ideas and suggestions, and be able to effectively execute within the environment. Self-motivated individual who is capable of cultivating an environment which stimulates innovation, collaboration and teamwork, and is capable of consistently motivating and influencing the team to action. Strategic technology thinker with a strong grasp of industry changing technologies. Have deep experience in the full lifecycle of software development with industry standard best practice methodologies and broad experience in technology management. Possess strong planning, analytical and organizational skills, excellent communication and presentation skills, and be a key driver in helping people to understand and embrace the big picture perspective. Experience in the implementation, operation, and maintenance of IT systems across multiple hardware and software platforms; experience in project and change management of major development or operations projects is required. Have a clear project and process improvement orientation with extensive experience managing development teams under tight timelines. Have budget responsibility experience.
