These organizations are:* Kaiser Foundation Health Plans (KFHP): A non-profit, public-benefit corporation that contracts with individuals and groups to provide HMO and other health benefit plans. KFHP contracts with Kaiser Foundation Hospitals and medical groups to provide services.* Kaiser Foundation Hospitals (KFH): A non-profit, public-benefit corporation that owns and operates hospitals in California, Oregon, and Hawaii; owns outpatient facilities in all states where we do business; provides or arranges hospital services; and sponsors charitable, educational, and research activities.* Permanente Medical Groups (PMG): Partnerships or professional corporations of physicians one in each Kaiser Permanente region. The full responsibility for providing and arranging necessary medical care is assumed in each region by the Permanente Medical Groups.Kaiser Permanente has a long-standing and strong commitment to its employees and to organized labor. The LMP is the largest labor management partnership in the U.S. and involves commitments to the collective pursuit of employment security, quality care and service, and organizational performance.POSITION SUMMARYThe position will report to the Senior Vice President. the VP, Revenue Cycle Billing/Collection Technology (VP-RCT) also supports the Revenue Cycle Sponsors, including, Executive Vice President and Chief Financial Officer and, Executive Director of the Permanente Federation. The individual in this position will be responsible for the all technology aspects of the successful and timely implementation of all components of the successful billing and collections systems across all regions. The Revenue Cycle Program and Billing is a significant program impacting many of the regions clinical, business office, and health plan workflows. It will impact many of the existing KP HealthConnect, legacy clinical, revenue administration, and benefits eligibility systems. Ultimately, the program is charged with creating a world-class revenue cycle capability that ensures Kaiser Permanente collects all revenues it is due and has the operational platform to introduce new and innovative products into the marketplace to enhance Kaiser Permanentes competitive position. The VP, Revenue Cycle Billing/Collections Technology will partner closely with all of KP-IT, Program Office Revenue Cycle leadership, and Regional Business Information Officers to ensure a consistent and comprehensive approach to building, maintaining and supporting the Revenue Cycle & Billing platform. PRINCIPAL RESPONSIBILITIESDelivery* The VP is the executive responsible for the delivery of all aspects of technology platform required for the Billing/Collections Revenue Cycle, across all regions. The VP has responsibility for the design, build, test and support of all multi-regional systems supporting the Revenue Cycle processes. The VP is responsible for working with regional Business Information Officers to deploy those systems and to ensure that regional systems also support Revenue Cycle billing & collections processes. The VP is responsible for working with portfolio Business Information Officers to ensure other national application systems support the Revenue Cycle billing & collections processes and that those systems are deployed regionally. The VP is responsible to ensure delivery on time and budget.* Upon successful delivery of a release, the VP is responsible for maintenance and support, and meeting Service Level Agreements for multi-regional systems supporting the Revenue Cycle billing & collections processes.* In conjunction with the VP Revenue Cycle and Regional Revenue Cycle teams and leadership, the VP is responsible to ensure that the key performance indicators used to assess the effectiveness and accuracy of the Revenue Cycle billing & collections processes meet or exceed targets.Strategic Planning and Roadmaps* The VP works with the Program Office Revenue Cycle leadership to understand and document business problems to be addressed by the Revenue Cycle Program, develop the business case, gain sponsorship nationally and regionally, and develop the release plan to deliver solutions for the business problems. The VP is responsible to build and maintain the organization to complete that effort. The VP and the design team are responsible to create and maintain a revenue cycle design that incorporates solutions to current business problems, incorporates industry leading practices and Kaiser Permanente policy implications. ACCOUNTABILITIESDesign: Working with Subject Matter Experts inside and outside of Kaiser Permanente, develop an evolving technology design and roadmap for the evolution of that design which supports:* Regional roadmaps for continuous improvement of the revenue cycle enabling technologies* Revenue Cycle billing & collections release plans* Continuos improvement in Kaiser Permanentes Revenue Cycle capability* Reporting and analytics for executives regionally and nationally* New products that may be introduced by Kaiser Permanente nationally or regionally* Becoming and staying competitive, potentially introducing products unique to Kaiser Permanente* Working with Business Leadership, ensure business continuity plans are developed and deployed as appropriateDeliver: Working with the Program Office leadership, define Regional and National work efforts to deliver the technology related responsibilities associate with the Revenue cycle release plans, including:* Build national processes that support the effective deployment of services that enhance and strategically enable standard fulfillment of revenue cycle processes* Design and develop a cohesive national approach to billing and collections processing* Monitor all Revenue Cycle projects, work to prioritize projects to conform to the release plans, and resolve issues in ways mutually satisfactory to regional and functional business stakeholders and the IT Organization* Provide input to Multi-year and Long-Range Financial Planning efforts consistent with Release Plans and estimated levels of effort* Ensure the delivery team is appropriately staffed, skilled and motivated to provide long term support for production applications supporting the revenue cycle capabilities* Negotiate and manage service level agreements (SLAs); measure and report operational and program performance* Build and deliver integrated online self service capabilities to enable state of the art Online Bill Payment and Presentment Practices (OBPP)POSITION DIMENSIONS List the titles and grades of directly reporting positions (if any):1. It is expected that the candidates will have 15+ years of progressively more responsible IT experience. An advanced degree is strongly preferred. Experience in a senior leadership role in a large IT organization is preferred. The position requires an executive who can lead a highly distributed team effectively, influence decisions, develop consensus, and communicate effectively in business (non-technical) terms. Candidate will preferably have a billing and collections background with experience in Online Bill Payment and Presentment. (ODPP)Candidates will also have billing systems experience in design, support and operations. They should have the ability to lead software development teams in excess of 100 persons, and be adept at dealing with diverse requirements across multiple regions, in a single system.
