Sr. Technical Specialist - Nuclear Document Management
Modis, a leader in the IT Staffing industry, is seeking a Sr. Technical Specialist for a minimum 6 month contract to hire position in Charlotte, NC.Senior Technical Specialist This position provides advanced technical leadership in the identification and resolution of problems for the Information Services and Compliance Section of the Technology Performance Improvement and Integration organization. This is a fleet services position and as such will be focused on overall process consistency, problem resolution, project support and technical ownership of nuclear fleet services associated with document management, records management and general information management. This position will provide technical assistance to the three nuclear sites Document Control Records Management teams in support of software, and hardware associated with the tools that are used to manage documents and records. Essential Functions: Performs complex technical analysis associated with tools such as NEDL and associated interfaces to other nuclear software such as Passport and LMS which includes analyzing trends and patterns to identify, define and report problems affecting the operations of these systems. Provides technical guidance and leadership in the identification and resolution of problems associated with the operation of document and records management equipment and systems (such as NEDL) and interfaces with support organizations (like Nuclear IT) to resolve issues and trends. Responsible for the ownership of Software Data Qualification Assurance (SDQA) Plans, functional requirements, technical business cases, test plans, templates and technical training material for DCRM tools such as NEDL and associated DCRM programs. Responsible for coordinating with fleet DCRM Supervisors, vendors, Nuclear IT, Enterprise IT, in creation of new computer programs, software, firmware and hardware installation in accordance with appropriate Nuclear System Directives and vendor requirements Responsible for the leadership of the Electronic Document and Records Working Group (EDRWG). This includes development and maintenance of the EDRWG charter, agendas, meeting minutes, action items, and general team leadership. Responsible for evaluating and commenting on existing and proposed technical standards and codes that relate to document and records management electronic systems and may serve as a company representative on standards working teams. Responsible for selecting or proposing new or improved specialized tools and equipment to perform document, records and information services including the developed of specifications, observing vendor demos and submitting written recommendations Responsible for the maintenance and updates of various ISC software programs per work place procedures and IT policies and standards and administrating configuration control processes. Represents the ISC section on technical project teams for maintenance or enhancements of tools such as NEDL. Responsible for the coordination of project work such as business testing and post-implementation checkout. Works jointly with the ISC management in translating section goals into clearly defined individual and team work plans and objectives. Provides direct support to ISC manager for ISC strategies, initiatives and measures. Responsible for keeping up-to-date on the latest technical standards, regulations and procedures associated with electronic information and maintaining skills to effectively utilize computer tools and systems. Maintains confidential/commercial sensitive documents/records in accordance with Nuclear System Directives and record retention rules. Supports fleet DCRM Team when needed for special projects, outages, etc.Basic Qualifications : • Four year technical degree or equivalent work experience • Broad base knowledge and competency in computer hardware and operating system technologies used within Nuclear generation. • Demonstrated ability to analyze and trouble shoot complex hardware and software issues with computer systems and equipment. • Demonstrated written communication skills in the area of technical specifications, system requirements, test plans, performance trending and technical business case development associated with software and hardware systems • Demonstrated technical leadership in the development of work plans, policies, procedures and strategic planning. • Proficient in electronic file management (retrieve, quality check, upload, convert files) Desired Qualifications: • Nuclear experience in Equipment, Modifications, Configuration Control, Work Management and Supply Chain activities. • Demonstrated experience with nuclear Software and Data Quality Assurance (SDQA) documentation and Sarbanes Oxley (SOX) requirements. • Previous work experience with nuclear DCRM hardware and software including archive writing systems, NEDL, Scribe and Portal • Demonstrated oral and interpersonal communication skills to effectively interact with all DCRM Teams, customers, IT, and levels of management • Excellent work habits including the ability to effectively organize, prioritize and manage time/projects/resources. • Excellent listening and influencing skills with the ability to serve as a role model for other employees • Ability to multi-task and adapt to constantly changing conditions, such as time pressures Specific Requirements: • Must have (or able to pass) unescorted access training and drug screening. • Must have drivers license and able to travel between nuclear sites and general office.
