Job Description
·Will provide a full range of cradle-to-gravecontract management, financial analysis, and pricing support for multiplecontracts and Lines of Businesses.
·This individual will interface withall levels of management within the Company, different functional areas toinclude Accounting, Finance, Payroll, Human Resources and Security and bothSenior and Mid-level government officials.
·Acts as the single point of contactwith government contracting officers and acquisition personnel, includingresponsibility for all written correspondence including financial reports.
·Responsible for relationshipmanagement with these officials.
·Supports and/or assists in thereview of RFPs.
·Leads, develops and/or supports thegeneration of cost proposals and formal price quotes.
·Responsible for negotiation of allcontract actions including new awards and contract modifications.
·Tracks performance of contracts andtask orders with regard to funding, schedules, deliverables, and closeout;interfacing with Company Operations personnel and customer personnel asrequired.
·Oversees compliance with allcontract terms and conditions.
·Supports operations and financialmanagers in preventing and/or rectifying at Risk situations.
·Ensures invoices are appropriatelycharged and perform reviews of all costs including labor, Other Direct Costs,Indirect Costs, and Fee.
·Communication with Program Managersis essential.
·Assists in gathering information inresponse to customer audits.
·Provides day-to-day adviceconcerning interpretation of legal, regulatory, and internal policy issuesaffecting the administration of prime contracts and task orders.
·Maintains all contract files inaccordance with company guidelines.
·Prepares internal and externalrequired reports including but not limited to financial and staffing reports.
Candidate Requirements
·Contracts administration experiencerequired: 10 yrs with Associate’s, 8 yrs with Bachelor’s, OR 6 yrs withMaster’s. Must at least have anAssociate’s degree.
·Experience in a federal governmentservices contracting environment.
·Experience with GWAC’s and GSASchedules; any experience with the Encore II contract a plus.
·Solid knowledge of FAR/DFAR andother Agency supplemental regulations.
·Knowledge and administration ofvarious types of contract types including Fixed Price, Time and Materials,Level of Effort and Cost Reimbursement.
·Strong negotiation, interpersonal,oral and written communication skills.
·Ability to work independently withminimum supervision and prioritize multiple issues in a fast-paced, dynamicenvironment.
·Knowledge of Deltek Costpoint aplus, but not required.
·Must be proficient in MicrosoftOffice applications.

Job Description
·Perform cradle-to-grave subcontractsadministration in primarily a federal government contracting environment (i.e.proposal support, contract award and administration to subcontract closeout).
·Participate as a key team memberand provide support to proposal teams during the proposal development processincluding guidance and direction relevant to subcontractor requirements.
·Develop subcontractor RFPs incompliance with FAR, CPSR, agency supplements and customer solicitationrequirements.
·Prepare consent packages forContracting Officer approval as required.
·Conduct negotiations of terms andconditions to various agreements including Nondisclosure Agreement, Memorandumof Understanding / Agreement, Teaming Agreement, Subcontract Agreements,modifications, and final closeout / releases.
·Conduct cost proposal negotiationsbased upon the strategic objectives of the Business Unit.
·Prepare and/or facilitatesubcontractor justifications compliant with CPSR requirements (i.e. purchaseaward summary, source justifications, price analysis, SOW, negotiationsmemorandum, etc.).
·Develop and/or improve subcontractprocesses and procedures compliant with CPSR requirements, and recommendupdates to the CPSR manual as appropriate.
·Assist with problem resolution andprovide strategic guidance to senior management as required.
Candidate Requirements
·4-7 years work experience insubcontracts administration in a federal government services contracting environment.
·Bachelor’s degree a plus, but notrequired.
·Must be US Citizen
·Must be proficient in MicrosoftOffice applications.
·Knowledge of Deltek Costpoint aplus, but not required (Project Setup and Purchasing Modules).
·Any experience working in a CPSR-approvedprocurement environment is a plus.
