I. POSITION OVERVIEW
The Net-Centric Systems Engineering is responsible for the Clients Companies engineering services to solve deliver the critical enabling capabilities required by the National Defense Strategy. These capabilities include: systems engineering, architecture & integration; information security/assurance engineering; project & task order management; software design, development and management; requirements analysis, engineering & management; system, security, performance & scalability test and evaluation; security certification & accreditation and vulnerability analysis & penetration testing.

Our Client's Net-Centric Systems Engineering practice is in support of the DoD by providing methods and products to enable the Global Information Grid (GIG) to comply with the end-to-end governing principles for interoperability and performance needed to support DoD business, intelligence, and warfighting operations across the government and around the globe.

Our intent is to assist the DoD to field a GIG built on commercial Internet information technology (IT) supplied by the industrial base to the greatest extent possible. This position establishes go-to-market strategies for the Information Assurance strategic offerings in collaboration with other service offerings. This includes managing strategic relationships with business partners; monitoring and providing management reporting on the consulting and business development activities of the various offices or business units; and, assisting in the development of appropriate levels of business and consultant performance metrics, including chargeability and utilization targets.

III. BACKGROUND AND EXPERIENCE/SKILLS IN THE FOLLOWING AREAS:
ENGINEERING SUPPORT
Provide full life-cycle and systems engineering support, integration and analysis, technical recommendations and expertise for engineering business and processes. Support engineering through the development, production, and operational phases of all projects and programs. Create the necessary and appropriate process and control gates for engineering program management. Provide support developing an appropriate system and program architecture for development program efforts. Research new technologies. Participate and support development cycles such as Quick Reaction Capabilities (QRCs)
LIFE-CYCLE SUPPORT
Support successful execution of program and planning activities in the study, design, development, production, test, transition, deployment and operational phases. Provide engineering analysis of system performance, investigation and troubleshooting of system anomalies for solutions, requirements generation, concept of operations (CONOPS) development, and various documentation to support acquisition activities as directed by the government. Provide programmatic support and oversight assistance of center programs to ensure successful interoperability and insertion into the Center.
SYSTEMS AND PROGRAM REQUIREMENT DEFINITION AND ANALYSIS
Assess system needs. Derive system requirements from the system-specific CONOPS and user and stakeholder requirements. Focus on end-to-end systems engineering from an interface requirements perspective so that all systems and their elements are fully integrated with each other to function smoothly and seamlessly. Assist the Government in the evaluation of existing as well as new design concepts and technical approaches for soundness and feasibility. Research, identify, and recommend emerging technologies relevant to Center systems.
SYSTEMS AND PROGRAMS ARCHITECTURE ENGINEERING
Support development, integration, and maintenance of system and program architectures across the Center. Support end-to-end systems engineering. Facilitate the execution of Engineering Review Boards (ERBs). Define system and program architectures in terms of system segments, interfaces, and processes and constraints. Provide support for program and strategic planning, resource allocation, product line evaluation, prioritization and scheduling, inventory management and trend analysis, high-level briefing preparation, and program-level planning activities support.
INFORMATION MANAGEMENT
Review, update, and manage information management processes across the Center. Support activities within and across the Center’s Groups to improve information management processes and implement necessary capabilities for use. Interface with customer organizations to build to maintain consensus for Center plans.
CONFIGURATION MANAGEMENT
Manage the Center’s configuration Management (CM) approach. Support the Center’s Configuration Control Board (CCB), Engineering Review Board (ERB), Program Management Group (PMG), Management Review Board (MRB) and Division-level CM processes and practices. Support and conduct Group and Division-level boards, maintain record copies of project documentation, and control the configuration of existing and new products. Maintain the Center’s Configuration Management Plan.
USER NEEDS DEFINITION AND REQUIREMENTS MANAGEMENT
Support the prioritization of competing Center requirements. Provide traceability of operational requirements to system requirements throughout project lifecycles. Maintain records and documentation of user needs, product reference materials and associated tools to support centralized recording tracking, analysis, disposition, metrics and reporting of all requirements. Provide reports to management. Serve as liaison to stakeholders. Provide operations support by facilitating discussions with customers and users to forecast support for operations and to coordinate requirements, and providing traceability of operational requirements to system requirements through out project lifecycles.
MANAGEMENT, PLANNING, AND ANALYSIS
Provide a full range of offsite planning support for Group-and Division-level off-sites and special purpose conferences. Formulate attendance lists, agendas and documentation. Arrange facilities and guest accommodations appropriate to the events’ security and need-to-know requirements. Provide offsite facilitators and scribes. Create after-action documentation and provide follow-up support.
INTEGRATED MASTER SCHEDULE
Develop and maintain an Integrated Master Schedule for all major tasks, milestones, and deliverables. Implement controls to ensure that only authorized changes with Government approval are made to the Integrated Master Schedule. Analyze schedule variations and significant changes and report to the Government as part of the PMR. Describe recovery actions to be taken in the event a critical milestone may be in jeopardy.
PROCESS IMPROVEMENT
Assist continuing efforts to improve and streamline business processes and practices for product development across the Center. Create, update and maintain any Business Process Re-engineering (BPS) plans, methodology, and “as is” process documentation. Conduct Integrated Process Team (IPT) meetings required to accomplish integration among the Center’s Groups and programs to ensure a coordinated approach to processes and actionable process improvement recommendations. Analysis through use of swim land flowcharts and other re-engineering (BPR) plans, methodology, and “as is” process documentation. Conduct Integrated Process Team (IPT) meetings required to accomplish integration among the Center’s Groups and programs to ensure a coordinated approach to process improvement across the Center. Analyze all information collected to develop processes and actionable process improvement recommendations. Analysis through use of swim lane flowcharts and other re-engineering tools and methodologies shall be employed, as appropriate. Monitor BPR schedules in coordination with other activities and initiatives. Manage project activities and schedules associated with specific customer-approved initiatives.
IV. EDUCATION
Master’s degree or higher in computer science, information systems, engineering, mathematics, business, or other related scientific or technical discipline. Have five (10) years or more of total relevant work experience with three (7) years or more experience in the general areas of systems engineering, system development and hardware and software development. Desirable certification includes that of professional engineer or systems engineer recognized by a professional or educational organization.
