VIP is looking for 3 Business Analysts/Consultants to support a long term project in Sacramento. The team of Business Analysts/Consultants will be responsible for the following:
-Serve as advocates for ISAWS counties, participate in the ISAWS System Development Lifecycle and encourage and coordinate the participation of the counties.
-Manage the criteria by which the Client committees prioritize MCRs.
-Prepare a semi-annual MCR prioritization plan based on Client needs as determined by the Client.
-Participate in the weekly Change Control Board (CCB) meeting.
-Prepare and chair the monthly stakeholder meeting
-Work with the maintenance Vendor to pursue and receive policy clarification from State agencies.
-Review and comment on Vendor deliverables through every phase of the  System Development Cycle. Deliverables may include: Impact Analysis, MCR Planning Document, Requirements, Functional Design, System Detail Design, Integrated Testing Plan & Results, Regression Testing Plan & Results, County  Change Summary, and Post Implementation Report.
-Promote, encourage, and coordinate the participation of the Subject Matter Experts (SMEs) as part of the MCR Integrated Team.
-Promote, encourage, and coordinate the participation of Client staff in the testing phase.
-Attend and participate in the Daily System Status meetings.
-Attend and participate in the weekly Application Status meeting.
-Assist in the development of manual processes in lieu of automated solutions as migration draws closer.
-Facilitate the Monthly/Quarterly Ad Hoc/Help Desk Committee Meetings
-Meet with the Customer Support Manager - Bi-weekly
-Provide Committee Feedback for MCR Closure
-Request/Monitor Ad Hoc/Help Desk Training activities
-Share information with the Central and Local Help Desks
-Attend and participate in bi-monthly Quick Fix and Minor Maintenance meetings.
-Review performance reports for adherence to Service Level Agreements
-Co-chair all committees and workgroups and develops and distributes communications in accordance with a well-defined Communications Plan.
-Respond to e-mail, telephone, and pager inquiries from the Client operations staff and other relative stakeholders.
-Provide support to Client through site visits, regional meetings, and workshops.
-Coordinate with Customer Support to send vital information to various departments/divisions regarding current or upcoming maintenance and operation initiatives.
-Develop manual processes in support of existing county business processes.
-Prepare a semi-annual MCR prioritization plan.
-Participate in process improvement workgroups to advocate best practices and bring forth the needs of the Client.

Qualifications
-Minimum of two (2) years of experience facilitating meetings.
-Minimum of two (2) years of experience using Microsoft Office Suite applications.
-Minimum of two (2) years experience with system development and/or maintenance best practices.
-Minimum of two (2) years experience in communicating customer business needs.
-Minimum of two (2) years of Welfare Program/Regulations experience in any combination of the following programs:
--TANF/CalWORKs 
-- Foster Care
--Food Stamps
--Medi-Cal
--Refugee Cash Assistance
--WTW
-Minimum of two (2) years of experience in county business practices.
-Minimum of two (2) years of experience with large-scale mission critical systems comparable in size and complexity to the ISAWS and Welfare to Work systems.
