Reviews smaller scope proposals for products and service opportunities; ensures agreed upon elements are incorporated into a cohesive and persuasive format; reviews proposal requests to determine feasibility and potential costs to company. Interfaces with customer representatives during fact finding and proposal pricing justifications to ensure that all customer concerns are adequately satisfied and to establish costs and benefits to both parties. Responds to inquires and coordinates activities with other departments to ensure that appropriate level proposal requests are fulfilled in a timely manner. Edits and writes original proposal responses and other proposal related documents to ensure that pricing and profit margins meet specified guidelines. As a key proposal team member the Sr. Proposal Writer will be responsible for proposal development activities including but not limited to: Research and gather technical and/or business information for use in proposal development activities. Uses familiarity with winning proposal concepts, practices, and procedures along with solid writing methodologies to incorporate this information into assigned proposal sections. Interview program/project managers and task leads, programmers, engineers, developers, and other technical personnel to become familiar with product technology and development methods and incorporate that knowledge into writing/editing winning technical approach sections of proposals. Act as mentor to other proposal team members. Will be directly responsible for development and maintenance of Participate in and/or coordinates activities commonly associated with responding to requests for proposals (RFPs), requests for information (RFI), requests for quotes (RFQ). Assist in the development and generation of 'win' strategy and themes and discriminators as the framework for response. Participates actively in proposal reviews. Coordinate with other functional teams as needed to support production, quality control, and past performance requirements. Ensure that proposal submissions are compliant with the applicable RFP or RFI instructions. Create and maintain project historical archives in electronic formats. Writes, organizes, and maintains applicable desk instructions for assigned duties and tasks. Work as an integral project team member in close partnership with proposal team members, and the project manager to determine and respond to proposal requirements. Performs all assigned activities within expected quality and schedule parameters. Must have solid understanding of wining proposal writing methodologies preferably utilizing those used by CSC or taught by Shipley Associates Team and action oriented. Proactive in assigned areas of responsibility. Demonstrated good interpersonal and team skills. Ability to influence others at all levels. Leads by example and through personal influence Ability to work unusual and long hours on short notice during peak proposal development activities. Solid time management and organizational skills. Good oral and written communication skills. Some travel (mostly to Chantilly, VA) for major proposal support may be required on occasion. Local, typically less than 50% Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business administration, accounting or related field preferred Five or more years of proposal writing/developing experience Experience working with proposal development, preparation and analysis Experience working with company products and services and delivery assurance and industry standards on deliverables Experience working with the operation of relevant programming languages, software and hardware Experience working with financial operations concepts, practices, and procedures Communication skills to create documentation and to communicate with vendors, business unit personnel and management Problem solving, organization and time management skills to balance and prioritize work Ability to work in a team environment BS degree in business or liberal arts with substantial creative writing components or equivalent. 5 years experience in the following areas required: Demonstrated successful proposal development and writing experience in response to federal government procurement solicitations including development and usage of win themes and strategies. Creative business writing as applies to winning proposal development and writing. MS Office products including Word, and PowerPoint. 1 year of experience with MS Project and graphics packages strongly preferred.
