Primary Job Locations: Internal Revenue Service (IRS) Headquarters in Washington, DC, and the IRS processing center in Landover, MDSecurity Clearance: Must be able to pass a Minimum Background Investigation (MBI) performed by IRS National Background Investigations Center (NBIC)Job Duties: The Program Manager (PM) serves as a primary point-of-contact (POC) for the customer. The PM is responsible for daily operations and contract activities, program administration, customer relationship management, and successful contract performance.The PM must be able to provide expert programmatic advice to customers, staff, and subcontractors. They must also possess a broad technical background that spans most of the tasks required under the TIPSS-4 contract, and gives them a solid understanding of the IT industry.As the single-point of accountability for overall contract performance, the PM must be able to quickly assess, prioritize, and manage the resolution of problems and issues; ensure effective coordination of all activities; and ensure a timely response to customer requirements.The PM supervises the effective management of resources and schedules, and has full authority for administration, direction, and progress of the program. The PM supervises program planning, budgeting, and schedules; and supervises the effective management of subcontractors to ensure successful program performance.The PM also supervises all aspects of business development and marketing for the program.QualificationsMinimum Requirements: ? At least 10 years of successful experience managing a range of IT programs and projects? At least 3 years of experience managing teams of 50 or more personnel? Demonstrated success in:o Managing multiple tasks and subcontractorso Coordinating with other contractors performing parallel programs and taskso Managing post-award business development efforts and achieving significant program growthCertification Requirements: ? Project Management Professional (PMP) certification is a plus? Formal training in the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) and experience managing CMMI assessed programs is a plus? Information Technology Infrastructure Library (ITIL) certification is a plusPreferred Requirements (optional): ? Broad knowledge of, and successful experience supporting IRS IT programs is highly desired? Experience managing other MAC or GWAC programs is highly desired Education Requirements: ? Minimum ?
