Job Description:
The Candidate for this position will report to program management for tasking. The candidate will support the program management as Product Assurance (PA) Lead in ensuring all aspects of Configuration Management (CM), Requirements Management (REQM), and Process Product Quality Assurance (PPQA) are maintained and optimal. As such, the PA Lead will provide daily direction and guidance to the CMS, REQMS, and PPQAS positions.
Responsibilities: Support the program as “tools specialist” to maintain, upgrade, and provide enhancement guidance and process improvement initiatives for the IBM Rational suite of tools as well as Microsoft Enterprise Project Management Solutions (EPMS). Support the program as senior System Administrator (SA) for the environment maintaining certification in accordance with DoD Directive 8570. Serve as Release Manager for the program working with members of the Product Assurance Team to coordinate all deployment activities in accordance with the Deployment Plan and deployment processes. Act as project manager to identify requirements, define tasks, and coordinate resources for new product assurance or development environment related projects. Lead the design, development, and implementation of product assurance processes aligned with CMMI Level 3 as well as the Rational Unified Process (RUP) model. Act as Project Manager for product assurance process improvement efforts. Serve as Functional Lead for the team. Act as liaison with external vendors, external IT teams, etc. for support, upgrades, issues, etc. related to GFE/GFS hardware and software. Develop and maintain Product Assurance (PA) strategy document. Act as first level deconfliction between various PA team documents and processes. Maintain all product assurance related processes and activities documentation. Maintain and update the Information Assurance Plan (IAP). Perform internal PA audits and provide feedback to project team members and project management on the results of audit activities. Work with members of the Product Assurance team to identify process deficiencies and provide process improvement initiatives input via Process Tailoring Request (PTR) change control records. Develop and perform PA training for new hires as well as ongoing training initiatives for existing team members. Train PA team members as well as assist project management in the staffing process of PA team members, as needed.
Job Requires: Demonstrated ability to work in a leadership role as a proactive, responsible, productive supportive team member to accomplish the responsibilities of the position. Demonstrated experience deploying, configuring, and managing the IBM Rational Team Unified Platform (TUP), Microsoft Enterprise Project Management Solution (EPMS), Microsoft Project Server 2007, Microsoft Project Professional 2007, Microsoft Server 2003 (or later) Active Directory security models, and Veritas/Symantec back-up scheduling. Demonstrated experience administering SQL databases. Working knowledge of Microsoft FrontPage and Microsoft Visual Studio 2005. Configuration Management/Quality Assurance expertise through all phases of the program life cycle supporting software and/or hardware development projects. Extensive program management knowledge and experience including commercial and/or DoD environments, cost account management, earned value management. Working knowledge of process product quality assurance standards (Rational Unified Process (RUP), SEI CMM, CMMI, etc.). Act as technical team leader with ‘hands-on’ experience supporting diverse/geographically dispersed development environments. Ability to effectively identify internal customer requirements for cost-effective design and development of solutions. Extensive, in-depth working knowledge of industry standards including but not limited to, MIL-STDs (498, 100, 973, etc. including document creation IAW DIDs), ISO, IEEE, ANSI, IEC, etc. Experience as technical “trainer” and mentor to junior team members. Working knowledge of system administration concepts, security concepts and key components as well as certification in accordance with DODD 8570.
Candidate must be able to obtain a Secret Clearance.
