Summary: Responsible for fulfilling leadership, mentorship and subject matter expert roles in the life cycle of acquiring, developing, implementing and maintaining information technology solutions.
Scope: This position involves a moderate degree of job structure. Under general direction, the employee will perform a variety of tasks with limited opportunities to use standardized solutions. The employee is expected to use discretion and judgment to make decisions, interpret directions and apply guidelines and policies.
Essential Duties and Responsibilities:
● Complete projects that: meet business partners expectations, are delivered within the agreed to timeframe, and are within the approved budget
● Consult with business partners, including management, to understand current and future business needs and opportunities
● Multiple projects simultaneously
● Assist in preparing project business cases that include scope and ROI
● Present project business cases to management for approval and funding
● Use team accepted tools and techniques to control the scope, time, cost, quality, human resources, communication, risk, and procurement activities for multiple projects.
● Assists business partner with the development and documenting of business requirements and needs
● Provide guidance in the development of business and technical criteria and apply it in the evaluation of information technology products and systems available in the marketplace
● Present vendor evaluations to management to ensure selected products and systems are compatible with criteria
● Assist in managing project time/duration by developing, presenting, and controlling IT estimates
● Serve as vendor and consultant contact
● Fulfill leadership or subject matter expert technical role in analyzing, designing, developing, testing, debugging and implementing new systems or modifying existing systems
● Develop, review, approve, and control project deliverables
● May perform lead technology roles in highly technical programming or configuration system analysis
● Coordinate with management to assign work as necessary for specific projects in a matrix resource environment
● Determine solutions and assign corrective actions to minimize future business impact
● Apply project and change management disciplines in acquisition/development life cycles
● Implement and/or enhance repeatable processes, procedures, and methodologies of team
● Maintain an awareness of technology advancements
● Recommend courses, seminars,etc to increase knowledge and skill level for subordinate level IT personnel
● Provide guidance, mentor and foster growth of business partners on the value of their IT investments
● Provide guidance, mentor and foster growth of peers and less knowledgeable staff on best practices and technical subjects.
Education and/or Experience: Bachelor's degree (Computer Science) or equivalent; and five to seven years job-related experience and/or training; or equivalent combination of education and experience.

● Ability to read and comprehend simple correspondence; read and interpret less straightforward material such as activity reports, procedure manuals, and non-standard letters
● Ability to read, analyze, and interpret highly specialized technical, professional or legal papers
● Ability to write simple correspondence as well as more complex material such as progress reports, detailed forms, procedures and non-standard letters and memos
● Ability to write complex materials such as special reports, position papers, or project/policy proposals
● Ability to perform simple math functions, such as counting, adding, subtracting, multiplying, or dividing
● Ability to calculate percentages, fractions or basic statistics, basic algebra or geometry
● Ability to perform complex math functions, such as basic calculus, analytical geometry or regressions analysis
● Ability to use spreadsheet, database, word processing or financial software to enter, edit or retrieve data
● Ability to analyze business problems and develop original solutions
● Ability to use common project management techniques to lead and control projects
● Ability to lead projects to implement commercial off the shelf business solutions
● Ability to lead projects to implement custom developed business solutions
Certificates, Licenses, Registrations:
• Preferred certifications
o Project Management Professional (PMP)
o Microsoft Certified Solutions Developer (MCSD)
Other Knowledge, Skills and Abilities:
● Minimum eight years combined experience in application design, modification and development experience preferred
● Minimum three years hands on project management experience
● Experience implementing systems with ASP, ADO, SQL, HTML/DHTML, JavaScript, XML or VB
● Experience implementing and configuring commercial off the shelf systems
● Experience utilizing Windows NT/2000, IIS SQL Server (including queries, triggers, store procedures, etc.) and COM+ required
● NET experience preferred
● Object oriented design, relational and multidimensional databases, OLAP, data warehousing, data mining, data modeling and/or business intelligence technologies experience a plus
● Excellent organizational and written and verbal communication skills
● Able to take initiative and work independently
