One of Tier1technologies strategic clients located in the Alexandria, VA area currently is looking to fill the position of Human Resource IT Specialist

SPECIFIC TASKS

Standard Job Description:

 

Analyzes production, inventory control, distribution, cost analysis, finance, marketing, human resources, and/or a variety of other business and technical problems to formulate and develop new and modified information processing systems. Determines techniques to improve the basis for decision making, policy construction, and program design and execution. Develops, maintains, and establishes operational specifications for information processing systems including manual systems and those supported by data processing equipment. Coordinates with all organizations involved to ascertain system requirements such as program functions, output requirements, input data acquisition, and system techniques and controls.

 

 Typical Minimums: 

 

Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Masters degree. Considered an emerging authority.

 

Specific Job Description: 

 

1. Analyzes, develops, tests, and implements assigned segments of civilian automated systems, impacting on operating units. Responds to current and future needs of the civilian personnel community, implementing the automation data requirements, in accordance with civilian personnel programs and field installations. Recommends and initiates system changes to automate manual reporting requirements. Ensures effective applications of OPM, D0D and DA regulations and requirements, governing civilian personnel administration and management information reporting requirements. Establishes functional design criteria, specifications and instructions to meet new automation requirements, and necessary changes to existing systems.

2. Develops quality control criteria, profile reports, error control criteria, and various system queries, to perform continuous review of the system, and to maintain accuracy control and reliability of data maintained in the system. Ensures accurate interface between automated systems.  Identifies and resolves problems related to adapting personnel functions to a data processing system. Analyzes all requirements, investigates the specifications, and determines the resolutions, to continually adapt automated systems for current reports, new reporting requirements, requests for management information, and program evaluation data to comply with OPM, DOD, or DA regulations and policies.


3. Provides functional training for all aspects of automated systems. Provides functional requirements for maintenance of applicable Army regulations and training manuals. Represents the directorate in DA courses, and in other DA, DOD, and OPM meetings and conferences.


4. Provides civilian personnel management advisory guidance in development, interpretation and coordination civilian automated systems. Ensures that the design development and maintenance of data elements, and related features, are in proper phasing with development of data systems. Reviews civilian personnel management changes within Army, and changes or additions to OPM policies, regulations and procedures, to identify functions that are adaptable to automation. Works with computer specialists and functional representatives to coordinate all personnel and automated related interests, to discuss problems encountered, and to recommend changes in existing policies, procedures, and systems.

Mastery of, and skill in applying, a wide range of advanced HR and information technology principles, concepts, and practices, as well as seasoned consultative skills sufficient to provide expert technical advice in the development of solutions to complex problems and the interpretation of policies, laws, practices and regulatory guides in HR information systems.

Knowledge of, and skill in applying:

A wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive HR information systems management advisory and technical services on substantive organizational functions and work practices.

Analytical and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues.

Consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations.

Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

DELIVERY SCHEDULE

Administration of Deliverables: Each of the deliverables listed in this document shall be provided in listed format or agreed upon format with the designated LM person.  The contractor shall provide deliverables both in soft (email or CD) and hard copy if requested.  Project schedules should be provided in MS Project format.  Any deliverables provided in MS Project, Excel, and Access formats and developed using contractor assumptions and underlying formulas shall contain accompanying descriptions which detail the contractor’s rational.

DAILY ACTIVITY REPORT

The contractor shall provide a status report using Microsoft Office on deliverables and progress accomplished during previous work-day to LMIT, and other government offices identified by the customers, as required.
