GENERAL STATEMENT OF DUTIES:

The Geographic Information System (GIS) Analyst provides department GIS and Global Positioning System (GPS) technology solutions through design, development, and maintenance of GIS applications.  This position develops, implements, coordinates and evaluates applications for the GIS Tool Kit at Ada County Weed and Pest Control; provides technical guidance for the department’s geographic information system; develops and maintains the Department GIS Databases; and performs related duties as required.

 

PRIMARY JOB RESPONSIBILITIES:

· Develops, implements, coordinates and evaluates applications for GIS projects, geodatabases, and the use of related hardware and software;

· Develops GIS data-output such as designs for maps, graphics and reports;

· Develops integrated GPS solutions as needed for field data collection;

· Develops and integrates quality control standards for department GIS operations and geodatabases;

· Develops and maintains user guides and procedure manuals;

· Provides support for GIS users, including troubleshooting and impromptu training;

· Performs computer programming to enhance related software use;

· Performs analysis of hardware and software utilization to improve effectiveness and efficiency;

· Performs data transfers among several software types and among various media;

· Performs software-related training to users;

· Investigates new data sources and technologies as they emerge;

· Recommends, proposes, and implements technical improvements to related procedures and methodologies.



ADDITIONAL EXAMPLES OF WORK PERFORMED:

· Develops field based applications working closely with field crews;

· Produces maps and reports for presentations, papers, and websites;

 

·  JOB SPECIFICATIONS:

Bachelor’s degree in Geography or a related field;

·  A minimum of 2 years experience working with GIS or in a related field;

·  A minimum of 2 years experience working with mid/professional grade GPS;

·  A minimum of 2 years experience working with MS Office 2003;

·  A minimum of 1 year of experience working with Windows Mobile 6 (or similar) technology;

·  Experience working with ArcGIS software and associated programming languages;

·  Experience working with a large geographic databases and information systems;

·  Knowledge of  MS Access, SDE, and geodatabase technologies;

·  Knowledge of cartographic principles, GIS standards, database design, and coordinate systems;

·  Knowledge of programming techniques and best practices;

·  Knowledge of data analysis techniques and computer-aided mapping;

·  Knowledge of GPS and other field data capture techniques;

·  Knowledge of data transfer techniques and use of a variety of media;

·  Knowledge of plotter and printer output devices and the design of output products;

·  Knowledge of or the ability to quickly learn programming methods in VBA, VBS, and VB.NET;

·  Ability to keep abreast of technological advances and make recommendations for new equipment;

·  Ability to manage multiple projects effectively;

·  Ability to provide guidance and training to users and staff;

·  Ability to maintain electronic equipment of various types;

·  Ability to provide technical writing for reports, correspondence and technical guides;

·  Ability to perform statistical analyses; analyze facts, draw conclusions and develop recommendations;

·  Ability to communicate verbally and in writing;

·  Ability to diagnose the nature and source of problems involving equipment, programs and systems;

·  Ability to analyze geographic information system applications and procedures;

·  Ability to establish and maintain effective working relationships with co-workers, managers, members of other county departments and external agencies;

·  Ability to create documents, maps, charts, and other materials for publication or presentations.

 

OTHER REQUIREMENTS:

·  Experience working with local government GIS preferred;

·  Must be willing and able to perform field work in potentially various weather conditions;

·  Must possess and maintain a valid Idaho driver’s license;

·  Assists with bid collection from software and hardware vendors for new equipment;

·  Presents department accomplishments by preparing reports and giving presentations.

 

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

·  Work is performed both in an office environment and in the field, and the employee will be subject to inside and outside environmental conditions;

·  May require the employee to occasionally work outside of traditional hours (early mornings, nights) as necessary for testing, training, and project integration;

·  May require the employee to move over the land and occasionally negotiate fences, hazardous or steep terrain with rough, rock and /or wet surfaces;

·  May require the employee to lift up to 40 pounds.
