Job Category:Project/Program Management Primary Location:USA-MD: MARYLAND-FREDERICKSchedule:Full-time Job Type:Standard Employee Status:Regular No Job Posting: 2008-07-24Description: Essential Job Functions Maintenance of EVM system (Microframe Project Manager - MPM) to include passwords, system access, trouble-shooting, and all global rate tables and calendars Ensures compliance with internal procedures and government procurement regulations. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans Ensure compliance with the 32 EVM criteria, to include internal training for DCMA audits Audit monthly CAM input into EVMS to ensure accuracy Provide CAMs with assistance where necessary Maintenance of CBB log, MR log and CV log Review all BCRs for completeness and accuracy, and maintain the BCR Log Review of all VARs for completeness and accuracy Review of all EACs Ensure CAM Notebooks are fully updated and maintained Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met Perform monthly cost/ schedule integration exercises Performs complex financial/administrative reporting for major contracts and/or programs. Prepares complex financial/administrative reports and distributes to customers/user organizations Prepare all financial deliverables to customer to include CPR and CFSR Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements Conduct monthly analysis utilizing EV Metrics and the wInsight tool Conduct internal EVMS 101 training, and create and maintain internal training manuals and reference guides Conducts complex financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.). Performs non-routine analysis and prepares non-routine financial reports May provide leadership and work guidance to less experienced personnelBasic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in finance, accounting, business administration or related field preferred Five or more years of experience in finance or accounting Experience working with program control techniques in the Federal Contracting environment Experience working with Federal Contract pricingExperience working with accounting principles and accounting software and databasesExperience working with financial analysis Other Qualifications Minimum of 5 years experience in an EVM environment requiredRequires knowledge of and practical application of Earned Value Management (EVM) concepts, practices and proceduresMust be familiar with EVMS techniques in a Federal Contracting environment Knowledge of Microsoft Suite required (Excel, Powerpoint, MS Word). MS Project knowledge helpful.
