We are making great progress toward inventing a new future for 3M – a future of faster growth and increased competitiveness, while continuing to deliver superior results.   3M Health Information Systems, Inc., is the leader in providing healthcare funding and performance management solutions.  With more than 5,000 customers, 3M Health Information Systems enables healthcare providers to enhance operations, shorten revenue cycle times, improve patient care and achieve an electronic health record solution. www.3MHIS.com The Federal Government Sales & Marketing Manager has sales and account management responsibility to develop and grow the Government Market at the corporate executive levels within federal organizations.  This includes understanding the needs of the Government Market by segment i.e. Department of Defense, Veterans Affairs, Indian Health Services, Health and Human Services, Office of the National Coordinator for Health Technology (ONCHIT), NHIN, Center for Disease Control, National Institute of Health, Center for Medicare and Medicaid Services, Homeland Security, FDA and other major healthcare related elements of the Federal Government . The individual in this role will be an industry expert to provide information, direction and input to various 3M HIS business unit teams to promote a comprehensive approach for the Government client.  Location:This position is located in Falls Church, VA Compensation and Benefits Information: This position is a 3M Health Information Systems, Inc position and is therefore not a 3M benefited position. The position is subject to the benefit package under 3M Health Information Systems, Inc. benefits program. Basic/Minimum Qualifications: Minimum of four to ten years related management experience in federal healthcare or HIS related field/industry; or equivalent combination of education and experience Bachelor's degree in Marketing, Business Administration or Healthcare required Preferred Qualifications: Master's degree preferred (MBA, MHA, MPH or equivalent) Large key account experience in selling to complex corporate accounts and account management expertise Requires good oral and written communication skills as well as negotiation skills Requires the ability to lead multidisciplinary and multi-organizational teams preparing government proposals in response to specific government requirements Requires proven business development leadership, organization and planning ability.  Ability to recognize market problems and develop creative solutions Ability to work well at the executive level Must be a self starter Must be able to nurture and develop long term business relationships Ability to facilitate business unit productivity and growth by sponsoring and championing new products, programs, and ideas through the encouragement of innovation Ability to work individually and in a team environment Must be able to demonstrate experience, understanding and success in writing and submitting government proposals Background experience with prime and subcontracting partner relationships is preferred Must be able to coordinate and develop relationships with potential partners Prefer experience working with senior level executive departmental management, experience or interaction with Health Information Managers, clinical professionals i.e .nursing, providers etc. A general understanding of D/FARS and FARS. A general understanding of GSA and GSA MOBIS as well as other Government contracting vehicles Must have good work/life balance skill accompanied by the ability to recognize own signs of stress and manage them well Performance (SMART) Objectives: The following describes the most important objectives the person filling this position will need to meet within the first year in order to be successful in the position:   Within the first 15 days: 1)  Understand the 3M HIS Government market position and strategy 2)  Understand financial targets and areas of  responsibility 3) Understand 3M, 3M HIS organizational structure and federal compliance and proposal processes. 4)  Complete orientation to 3M products and services. 5) Complete compliance and legal courseware requirements. Within 30 days: 1)  Understand federal organizational structures, key contacts and issues Within 45 days:  1)  Complete introductions to key clients and business partners 2)  Meet with government clients to discuss issues and identify opportunities.  3) Develop plan and approach to meet financial target.
