EDP Systems Analyst III

POSITION:    EDP Systems Analyst III – full-time (37.5 hours per week), position in Information Technology.  This is an AFSCME unit position.  The complete State Classification Specification for EDP Systems Analyst III is on file in the Human Resources Office.
    
RANK AND SALARY:    $1,938.88 biweekly (Candidates may qualify for placement beyond entry-level salary if they are currently employed in the state system and transfer without a break in service, subject to verification by the Director of Human Resources.)
    
START DATE:    November 2008 or January 2009
    
GENERAL STATEMENT OF DUTIES:
Provide support for the Student Information Management Systems (SIMS) applications to support and further the mission of the college. Create, maintain, and enhance reports and data maintained in the SIMS applications and other administrative software. Performs web application programming to include design, analysis, programming, testing and ongoing maintenance of College web based applications.  
    
THE COLLEGE:
Greenfield Community College is a public community college of approximately 2,300 students. The College is located in the northern Connecticut River Valley, near the academically and multiculturally rich areas of Amherst and Northampton. In addition to a strong Liberal Arts focus, the College offers a wide variety of innovative and successful programs including Women’s Studies, Fine Arts, Nursing, Outdoor Leadership, and Economics, as well as varied learning environments, from traditional classrooms, to distance learning, peer tutoring, one-on-one faculty-student advising, workforce development, and learning communities that cater to specific needs and interests. Close to fifty percent of Greenfield Community College transfer to four-year colleges, and we are Smith College’s largest source of community college transfer students. Much of the College has just undergone a multi-million dollar renovation that sets the stage for future developments in learning. THE INFORMATION TECHNOLOGY DEPARTMENT:
The Information Technology Department provides modern high quality, reliable, and secure technical support for the academic mission and administrative needs of the campus.
    
EXAMPLES OF DUTIES:
•    Work with staff and faculty to enhance existing and design new reports as required.
•    Work with IT department to maintain the availability and data integrity of SIMS.
•    Analysis, programming, testing and implementation of modifications to support SIMS.
•    Develop and maintain documentation of systems and procedures.
•    Evaluate programs to assure compliance with standards.
•    Estimate time and staff requirements for current or proposed systems or projects.
•    Perform related duties as requested by supervisor.
    
MINIMUM QUALIFICATIONS:
Applicants must have at least four years of full-time, or equivalent part-time, professional experience in EDP, of which at least two years must have been in work in which the major duties included computer systems analysis using 4th generation languages and databases with the ability to write Access, SQL, PLSQL, and C, PERL or any equivalent combination of the required experience and the substitutions listed on the State Classification Specification for EDP Systems Analyst III.  


REQUIRED SKILLS, KNOWLEDGE AND APTITUDES (MINIMUM QUALIFICATIONS):
Knowledge of: Types, concepts, techniques and applications of EDP and equipment; Capabilities and limitations of computer hardware; Methods and techniques of computer system analysis and design; Terminology, codes and standard abbreviations used in EDP; Principles of computer systems analysis; Methods and techniques of EDP; Types, availability and applications of EDP operating systems; Basic mathematics and elementary algebra; Methods and techniques used in organizing work processes and functions; Mathematical techniques used in solving EDP problems; Applicable types and applications of job control language.  

Ability to: Follow oral and written instructions; Prepare and use flow charts and diagrams; Analyze and determine applicability of EDP data, to draw conclusions, and make Appropriate recommendations; Communicate effectively orally and in writing; Work in a team setting; Give oral and written instructions in a precise, understandable manner; determine proper format for assembling items of information in accordance with established procedures; Establish rapport and deal effectively with others; Work independently; work accurately with names, numbers, codes and symbols; maintain accurate records; Understand and apply policies, procedures, specifications, standards and guidelines governing assigned unit activities; Perform arithmetic computations with speed and accuracy; perform mathematical computation using formulae; Adjust to changing situations to meet emergencies or changing program or production requirements; Prepare technical reports; and The ability to supervise.
    
PREFERRED QUALIFICATIONS:
•    Associate’s degree or higher degree and two years of experience as a full-time Information Systems professional.  
•    Experience developing and/or maintaining Oracle based web applications
•    Experience in all phases of software development cycle including use of Code Management Software.
•    Experience installing and maintaining a Content Management System.
•    Experience with application and web server management.
•    Data Base Administrator experience with Oracle or other relational database.
•    Experience programming Oracle Reports and Forms.
•    Experience with Banner or other Student Information Management System (SIMS).
