POSITION: Director of Technical Services HOURS/MONTHS: 8 hours/12 months
LOCATION: Information Technology Department SALARY: $93,168 - $105,188
ASSIGNMENT: This position will supervise the application services and technical systems groups. The primary purpose of this position is to provide leadership to the areas of customer service and the technical operation of the Kent School District Information Technology (IT) Department. The leadership provided will consist of planning, analysis, reporting, standards, policy, and staff development of those departments supervised. Additional responsibilities include leading the budgeting and forecasting process as they relate to the IT technical operations, as well as ensuring that all IT technical projects are developed and completed with quality, timeliness, and focused appropriately on the impact to instruction. This position will be a key to the IT leadership team, providing insight and expertise related to areas of responsibility as well as supporting and developing the direction of the IT department as a whole. Essential job duties and/or accountabilities may be: Plan, organize, coordinate, assign, and evaluate the activities of those directly supervised; set work priorities, perform informal and formal evaluations, and provide professional growth opportunities; provide training, guidance, and work counseling as needed.Develop and implement strategic and operational plans for both the application services and tech systems group. Oversee contract management activities including RFP process, vendor selection, contract monitoring, and post-implementation evaluation. Forecast district-wide needs for leading, supporting, informing, and improving the technical support and services, policies, and services. Identify and develop key performance indicators for both the application services and technical systems departments. Develop the application services and technical systems operational budgets; manage budget expenditures and provide forecasts and budget planning for the upcoming year. Assist in the development and creation of the operational budgeting/forecasting process for all IT departments. Evaluate staff recommendations for hardware and software products.Establish, support and implement standards, policies, and operating procedures.Negotiate, review, and evaluate all service-level agreements with customers. Assure standard practice is used with regard to all technical support methods and server maintenance and design. Provide direction to the develop of the Kent School District centralized services, both infrastructure and system design. Review monthly support ticket reports as available through the customer service department. Review all IT department projects prior to approval and after completion.Serve on a variety of district committees as appropriate; lead and direct weekly staff meetings with various IT departments; and serve on the district leadership team of the Kent School District.Assure that the application services team and technical systems group of the Kent School District are effective and efficient, meeting the needs of our users through periodic systems evaluations, modifications, and replacement.
QUALIFICATIONS:
1. Bachelor’s degree in computer science or related field and six years experience in information technology management, including supervisory experience; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
2. Knowledge of effective supervisory methods, practices, and techniques.
3. Demonstrated ability to manage multiple operating budgets in access of $1,000,000.
4. Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate staff.
5. Ability to communicate technical ideas clearly and effectively.
6. Ability to establish and maintain effective working relationships with users, technical staff, and vendors.
7. Ability to keep abreast of computer technology and advances in the computer industry including regulations and policies.
8. Ability to facilitate and promote collaborative decision-making and facilitate conflict resolution.
9. Ability to analyze complex situations, synthesize diverse information, and make effective independent decisions when situation requires.
