Chief of Staff
Major Duties:
Immigration and Customs Enforcement (ICE) utilizes the government's second largest cadre of law enforcement officers to ensure our nation's economic, transportation, and infrastructure security. ICE enforces immigration and customs laws and protects federal facilities. Our talented and courageous workforce identifies criminal activities and eliminates vulnerabilities that pose a threat to our nation's borders. ICE is the primary investigative arm of the Department of Homeland Security (DHS). With more than 16,000 employees in 400 offices around the world, ICE is a key component of the DHS layered defense approach to protecting our nation. The Chief Information Officer (OCIO) in Immigration and Customs Enforcement (ICE) within the Department of Homeland Security is currently looking for a Chief Of Staff (COS), this is a senior manager/leader position responsible for supporting the Chief Information Officer (CIO) and Deputy Chief Information Officer (DCIO) in the operation and management of the (OCIO).
Although this announcement primarily targets candidates for the COS position, you may be considered for other positions in any OCIO Division or Office which may include:
Information Assurance Division – responsible for leading information assurance and systems security program throughout the ICE enterprise.
Systems Development Division – responsible for securing client requirements and developing IT applications.
Engineering Division – responsible for network and systems engineering, voice communications, implementation and integration, and managing IT modernization projects.
As the COS, you will be responsible for four major management functions in the OCIO: Office Management, Administrative Management, Strategic Management, and Relationship Management. Your responsibilities in the Office Management function will include the oversight of the daily operations of the COS and CIO front office staff. You will develop processes, procedures, roles, and responsibilities for the OCIO administrative support services and develop appropriate skill assessments and skill requirements for administrative teams. You will manage administrative contracts and performance measures, as well as manage the Front Office and COS budget. You will also organize the presentation of information to the CIO by providing meeting “read-ahead” and other preparatory material (including briefings, presentation, talking points, background materials, etc.).
You will be responsible for the Administrative Management of the OCIO. You will work with the CIO/DCIO on delegations and decision serving as a decision-maker and critical thinker. You will attend key meetings/events with the CIO/ DCIO to document decisions, offer strategic direction, and manage taskings. As the COS, you will develop processes and standard operating procedures for OCIO administrative operations, knowledge management, and data management. Additionally, you will coordinate and manage data calls and other agency, departmental, and federal requests/requirements. You will manage external communication efforts including public relations, media relations, coordination with ICE Public Affairs, CIO speaking engagements and other outreach strategies, etc. You will manage internal organizational communication branding, products, and media including internal communication strategy, newsletters, all-employee communications, messaging, OCIO Intranet site, and bulletin boards.
You will be responsible for Strategic Management functions for the CIO/DCIO. You will manage messaging from the CIO/DCIO to organization, leaders, and other key stakeholders. You will assist the CIO/DCIO in the development of OCIO strategic goals and objectives. You must have a working knowledge about OCIO issues and the ability to state the CIO’s and organization’s position on such issues. You will provide a visible link between OCIO officials and ICE leadership, DHS, other agencies, the business community, the public, etc. acting as a representative of the CIO, if necessary.
Your role in the Relationship Management function will be to serve as the CIO and DCIO confidant. You will serve as a respected voice on the leadership team and be expected to share opinions, provide alternative views, and challenge decisions if perceived to be inappropriate for the CIO, the organization, or the mission. You will develop relationships with COSs across the agency and across DHS.
