We are looking for a Senior Project Manager to join our West Region IT Service Team based in Honolulu who has experience working with CIS (Customer Information Systems).

 The Senior Project Manager is involved in the entire life cycle of the project from initiation through close-out as the project manager as well as in the role of ‘closer-doer’. The Senior Project Manager provides EMA project team leadership and project management on assigned projects including; project initiation, planning, execution, control and close-out.  The Senior PM balances competing demands for scope, time, cost, risk, and quality.  The Senior PM is the primary interface with the client and is responsible for maintaining positive client relationship.  The Senior PM participates in the BD process, assisting with identifying and defining client needs and closing sales.

Specifically, the Senior Project Manager will:

 Manage large O-P-T programs, beginning with the implementation of a new customer information system and new customer service business practices at the Honolulu Board of Water Supply.  Manage vendor, system integrators and programmers.Pursue lateral and follow-on business opportunities with Honolulu Board of Water Supply, including SharePoint consulting, e-Government services / electronic bill presentation and payment / internet development, utility master planning, Maximo upgrade, and GIS application development opportunities.Identify and pursue additional business opportunities in Honolulu, including 3-1-1 and asset/work management opportunities with the City and County, meter management opportunities with other utilities, and asset management and GIS opportunities with state agencies.

 

On a day-to-day basis, the main tasks involved will include the following:

 

· Monitor vendor progress, perform quality assurance on vendor deliverables, identify issues that are the vendor’s responsibility to resolve and monitor progress to resolution.

· Define functional and technical implementation team roles and responsibilities.  Recommend and track team assignments. Monitor and report on progress. 

· Identify issues, present options for resolution, and monitor progress to resolution.  

· Provide project management services including timely communication of progress on issues, assisting the steering team and core team to identify and address risks, implementing steering team direction to the implementation team, and reviewing and approving vendor invoices and progress reports.

· Direct the configuration and, if necessary, customization, of the CIS to support the client's business processes as documented in existing customer service to-be work flows and use cases.  Assist the vendor directly by performing configuration tasks in order to align the software with the client's customer service business processes.

· Manage the data conversion process.

· Develop a test plan and convert existing use cases to test scenarios.  Manage the testing and acceptance process according to the test plan.

· Adapt the vendor training materials to the client's business processes and direct and/or deliver process-based training to the end users. Design and manage the post cut-over punch list process to system acceptance.

 Knowledge

§ Education:  BA/BS Degree or Equivalent; MA/MS/MBA preferred. PE required for CSE practice projects.

§ Experience: 8+ years in Subject Matter Expertise applicable to the assigned projects including IT and change management. 3 years – Project Management and supervision/control of staff; experience as a consultant in a variety of EMA projects or similar projects in other organizations. Must have successful CIS implementation and project management experience at a similar level.

§ Familiarity with GIS, CMMS, e-Government, 3-1-1

 

Technical and Business Skills:

§ PMP Certified

§ Understand EMA financial model and methods for project budget management

§ Decision making skills for applying professional/managerial principles and judgment, within overall direction established by senior management

§ Problem solving skills for solving complex technical or strategic problems, applying technology or business approaches in new ways, or developing and recommending new alternatives

§ Proficient with using MS Project to create project plans and track project progress.

§  Proficient with interpreting project management related reports systems

§ At or above Level 2 in two or more of EMA’s service offerings
