Aquisitions Specialist

Responsibilities: Perform work in accordance with but not limited to, applicable regulations and procedures, i.e., FAR, DFARS, AFARS, and the INSCOM Acquisition Instructions (IAI), applicable to the acquisition process and to the administration of contracts. Perform cradle to grave functions on various procurement actions which are accomplished under Simplified Acquisition Procedures (SAP) to include task orders against DHS and/or GSA Federal Supply Schedules or other agency orders.  Assist technical personnel, with the CO’s approval, to perform but not limited to, market research, developing statements of work, drafting evaluation criteria, determination and findings, justifications, and other documents for various simplified acquisitions actions accomplished under SAP.  Perform price analysis of contractors’ proposals or quotes and prepare thorough, well-written price negotiation memoranda, fair and reasonable price determinations and other documents for the CO’s signature prior to award. Prepare all documents required for awards accomplished under SAP to include but not limited to: synopsis, Contract Acquisition Reports (CARs), correspondence, other documents for the contracting officer's signature and award documents, in an accurate and timely manner. Monitor procurement actions and perform closeout with required documentation for the CO’s review and approval, IAW applicable acquisition regulations.  Assist the CO or Senior Acquisition Support, when requested, in the performance of contracting related tasks and duties to include but not limited to providing contract data, preparation of files or document reproduction in response to outside inquires, e.g., FOIA requests and higher level data calls.
