Application Business Analyst (Grade 18)

Provide technical application support at all levels for assigned managed care applications and databases. Formulate and define system scope and objectives for assigned projects by preparing detailed specifications from which programs will be written. Responsible for implementation, evaluation, monitoring, and support, for main client/server managed care applications at Network Health, as well as other internally developed or purchased application systems, as assigned. Requirements

Provide enterprise-wide technical support for the company's main managed care applications. Key responsibilities include application configuration, security, problem identification and resolution, business analysis, and application support.Work with end-users to gather requirements and translate to technical specifications for programmers.Lead appropriate staff in change control, issues resolution, requirements management, analysis and design, programming/construction, testing, and transition of applications into a production environment.Analyze, test, and document application programs, scripts, and other tools as requested by users or required to automate production, and assigned by management, using Visual Basic, SQL and/or other programming tools.Serve as the key contact and vendor liaison for assigned applications. Stay current with all application upgrades and enhancements. Manage vendor work on bugs, upgrades, and customizations.Coordinate with departments to provide application training/education, and documentation.Monitor assigned systems and applications performance to maintain agreed to performance metrics. Take proactive steps to improve performance when necessary. Escalate issues to management.Troubleshoot assigned application problems, reporting problems, and/or recommending customizations to management.Collaborate and participate as needed on any disaster recovery planning efforts.Participate in technical on-call services as needed.Provide periodic status reports to management. Additional duties

Represent Network Health at applicable activities including system user groups and other health data system organizations.Maintain professional growth and development through self-directed learning activities and involvement in professional organizations.Ensure that all applications, systems comply with HIPAA security and privacy guidelines.Performs other duties as assigned. Qualifications

Bachelor's degree in computer science or equivalent work experience requiredMust have five years experience in application systems support and/or business systems analysis, preferably in a managed care environment; good working knowledge of Microsoft operating systems; solid programming experience using Visual Basic, PL/SQL, Transact SQL and various scripting languages. Familiarity with all phases of the client/server application development process, including needs assessment, definition of requirements, design specifications, coding, testing, implementation, version control, documentation, and application security. Project Management with IT experience preferred. Must be an excellent team player with a professional attitude, goal-oriented, and able to work in a fast-paced, deadline intensive environment.
