TechTeam Government Solutions, Inc is currently in search of an Acquisition/Policy Analyst to join our team in Alexandria, VA (Ft. Belvoir).  This is a full-time/permanent position supporting our New Vectors Division where they focus their efforts in areas that provide federal agencies the greatest leverage in achieving enterprise agility, program management, complex analysis and cross-organizational change management. We do this by helping government agencies and their industry partners deliver results by supporting improvement across five core competencies: Supply Chain Engineering, Acquisition Support Services, Modeling and Simulation Optimization Decisions Aids, Complex Adaptive Systems, and Cross-Organizational Change Management.

 

The Acquisition Policy Analyst will be responsible for performing analyses and assessments of alternative technical and business approaches to IT systems development.  He/she will be making significant contributions to multiple, large and complex projects; or serve in a technical role as a subject matter expert in acquisition, cost and funding, and/or the system engineering process.

 

We are searching for a candidate to provide functional and technical expertise of Information Technology (IT) programs’ systems engineering processes, compliance with Federal/DOD IT acquisition policies and regulations.  Perform analyses and assessments of alternative technical and business approaches to IT systems development.  Will be making significant contributions to multiple, large and complex projects; or serve in a technical role as a subject matter expert in acquisition, cost and funding, and/or the system engineering process.

 

ResponsibilitiesAssist in the development and update of required DOD IT acquisition program documentation.  This includes familiarity with the DoD Acquisition Program Lifecycle requirements (DoD 5000 series), Chairman of the Joint Chiefs of Staff (CJCSI) directives, Joint Capabilities Integration Development System (JCIDS) process, and related DoD policies and directives.  Work with client in the annual Business Enterprise Architecture (BEA) certification process.  Facilitate and the review and approval processes of DOD IT acquisition documentation and products at the Agency and/or OSD levels.Represent the DOD IT program management office (PMO) in product teams, working groups, briefings, etc.Interface with other projects, programs, DOD agencies, and related stakeholders to support program success. Work as team member to support the Working knowledge of DoD's Planning, Programming, Budgeting and Execution system (PPBE), and acquisition or R&D project/program management.

 

 

Qualifications
Bachelor's degree in Computer Science, IS, Systems Analysis, Business Administration, Political Science, Economics, or similar related field. Master's degree or professional certification a plus. Position requires a mid-level professional with 2-6 years experience and a minimum of 1 years' recent experience in the DOD IT acquisition environment, with a solid understanding of DOD IT system acquisition and life-cycle management, processes, and procedures. Experience with, and understanding of, the requirement of the DOD-5000 series in IT acquisition and life-cycle system management is very desirable, along with expertise in a business systems development and/or implementation environment. Specialized knowledge or expertise in the developing/implementing large IT Systems, SDLC (System Development Lifecycle), ERP Implementation, IT Hosting, and ETL (Enterprise Transaction Layer) is desirable. Experience in full life-cycle system management in Federal IT acquisition programs is a strong plus. Familiarity with applicable federal laws and regulations pertaining to acquisition and IT system lifecycle support a plus. Regulatory and legal research skills a plus. Project scheduling skills a plus. Strong written and oral communications, as well as excellent client management skills are required. Must be eligible to attain a DOD SECRET security clearance (citizenship is required). Active DOD clearance is a plus. TTGSI is proud to be an EEO/AA Employer.”
