Senior Systems Analyst / Project Manager

The Project Management Office of the Judicial Information Systems Department requires the services of Senior Systems Analyst / Project Manager Services to perform the duties outlined below.

 

Period of Performance:

The period of performance for this statement of work is between November 1, 2008 and

June 30, 2009.

A. Implementation and Integration planning and assistance of a new system, distribution and reporting program for local court revenue.

The existing programs used to account for the receipt of restitution, fines, and fees, allocate monies received among state and local entities, and report on daily, monthly, and annual activities within the Circuit Courts of Maryland are antiquated and a new programs are currently being developed. These programs receive cash register data files and perform all relevant accounting and reporting.

The scope of this project is to:

·  Oversee the remainder of the development effort and assist in the planning for the implementation of the new system and conversion of data, as needed, from existing data stores.

·  Perform analysis of functionality of the existing system and desired functionality in the new system as needed.

·  Assist in the development of plans and schedules for incremental releases of the new system to address initial problems and enhanced functionality as defined by the business users.

·  Perform oversight, required analysis, and coordination to ensure appropriate integration of this effort with associated development efforts for new cash registering software, central financial system data exchange, case management system integration, and other related efforts as determined by the Enterprise Project Manager or his/her designee.

 

Tasks:

·  Perform analysis of programs and systems developed internally within the Circuit Courts to determine conversion requirements.

·  Perform ongoing review of the Systems Development Life Cycle processes and

status of all related efforts to develop effective new programs in accordance with approved requirements and consistent with technical and architectural standards and guidelines employed within Judicial Information Systems.

·  Coordinate and participate in process and interface discussions with court and project support personnel, including external vendors, as needed.

·  Review the development of testing and implementation plans.

·  Assist in the development and support of a deployment and migration plan for the release and implementation of the replacement software.

 

Deliverables:

·  Effective coordination, conversion, and implementation of court locations to the new programs and systems.

 

B. Oversight of Circuit Court Accounting and Billing Support

A secondary focus will be the oversight and analysis / coordination of problem resolution with existing Circuit Court Accounting and Billing programs, as needed.

 

Tasks:

·  Perform or assist in the performance of analysis and problem resolution of critical issues affecting the daily operations of the circuit court in the areas of financial accounting, billing, and reporting.

·  Coordinate problem resolution activities with the Circuit Court Specialty Programs group within JIS and Circuit court personnel.

 

Deliverables:

·  Effective coordination and problem resolution

 

C. Oversight and Coordination of other IT project efforts

As time and priorities allow, provide analysis and project management support for other IT projects as determined by the Enterprise Project Manager.

 

Tasks:

·  Perform analysis of project issues, develop resolution plans and oversee the execution of those plans in accordance with established Project Management Office practices.

·  Provide project management structure and guidance as needed to major IT project efforts in coordination with JIS project and senior management direction.

 

Deliverables:

·  Effective project oversight, issue identification, and guidance in the development of project management artifacts.
